0 EI.onK 13 n , 564 <br />Having reviewed the draft of the minutes o the January 7, <br />1991, meeting, several corrections were made by the Commissioners. <br />It was the general concensus of the Board to table the approval of <br />these minutes until the next regular meeting to allow time for these <br />changes to be incorporated into the minutes. <br />Ms. Debbie Davidson of the Department for the Aging presented a <br />request to the Board of Commissioners to appoint a lead agency for <br />the Lee County Transportation Development Plan. Since July 12, <br />1990, the Transportation Development Plan Steering Committee has <br />been working with Ms. Helen Bunch, a transportation consultant for <br />the NC Department of Transportation, and Ms. Bea Bugler, a <br />transportation consultant for JHK and Associates Company of <br />Arlington, Virginia. Their task has been to establish a new <br />Transportation Development Plan for Lee County which would enable <br />the County to receive funding from the Urban Mass Transportation <br />Act. A letter from Mr. Walter Weeks, Chairman of the Lee County <br />Transportation Development Plan Committee, outlines an overview of <br />the transportation plan objectives and requests the following <br />designations from the County Board of Commissioners in order to <br />complete the plan: to officially appoint the members of the Lee <br />County Transportation Development Plan Steering Committee; to <br />appoint a Commissioner to the committee as a liaison between the two <br />units; and to appoint a lead agency or to instruct the steering <br />committee to elect a lead agency from the appointed steering <br />committee. The lead agency representative will chair the committee <br />and will oversee the procedures for evaluating, monitoring, and <br />updating the Lee County Transportation Plan. Ms. Davidson then <br />introduced Ms. Helen Bunch. Ms. Bunch explained the Transportation <br />Development Plan process to the Commissioners. A major prerequisite <br />for receiving funds is that the County has an adopted and <br />implemented transportation plan. Also, a lead agency to make sure <br />the plan is implemented in conjunction with the steering committee <br />is required. Participation of all the human service agencies is <br />beneficial. Through the adoption of the Lee County Transportation <br />Development Plan, the Board of Commissioners can relay to these <br />different agencies how the County wants the transportation plan <br />implemented. In the past, the County has benefitted from having an <br />adopted Transportation Development Plan, which has aided in <br />receiving funds for the handicapped assistance program in the <br />amount of approximately $18,000.00 annually. The 16B2 Program <br />involves capital funding for vehicles. She commended Lee County's <br />Transportation Development Plan and the steering committee's <br />diligence. <br />Commissioner Cox asked if there are any funds available for the <br />transportation needs of the Parks and Recreation Department. Ms. <br />Davidson stated that the Parks and Recreation Department did not <br />wish to join the plan. Chairman Stafford asked if that Department <br />was given the opportunity to join the plan. Ms. Davidson stated <br />that the Parks and Recreation Department was asked to participate. <br />Commissioner Cox asked if funds are allocated by the NC Department <br />of Transportation or the US Department of Transportation. Ms. Bunch <br />stated that the eligible and handicapped transportation assistance <br />program is 100% State funded. The funds for the capital equipment <br />5 <br />
