0 tjto~ 13 5 79 <br />courthouse should be renovated so the community will be proud of the <br />results. <br />Commissioner Cox stated that if the people of Lee County want <br />the Board to spend money to produce the best results, it may be <br />wiser to build a new facility. Commissioner Cox stated that at a <br />later time, he would like for the Board to consider plans for a <br />symmetrical addition on the other end of the courthouse. <br />Commissioner Wicker stated that several years ago $100,000.00 <br />was spent on the jail and it was not expanded. The courthouse <br />cannot be renovated for $317,000.00; so many unexpected things will <br />have to be done for it to comply with codes, which will cost much <br />more than planned. Money used to complete that project will leave <br />less funds to be spent on the jail facility. <br />Commissioner Cox moved to adopt Chairman Stafford's <br />recommendations in an effort to proceed with preliminary planning <br />to determine the most feasible plan for the courthouse. <br />Commissioner Paschal seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Commissioner Matthews stated her concern about the Board's <br />need to address the Nova Medical Transport, Inc., contract. <br />Chairman Stafford stated that he received a copy of the contract and <br />has given it to County Manager Cowan to be included in the agenda of <br />the next meeting, pending a review from County Attorney Hoyle. <br />Commissioner Matthews asked if there will be any consideration of <br />additional personnel for the Emergency Medical Services. Chairman <br />Stafford stated that the Finance Committee needs to address this <br />matter at their next meeting. Chairman Stafford stated that the two <br />EMS vehicles currently utilized are at times not adequate to <br />accommodate emergencies that arise. Since the 911 System was <br />initiated, more calls are received. Even though some calls do not <br />require emergency vehicles, the Department still has to respond <br />because of the liability involved. Commissioner Matthews asked <br />Finance Director Beatrice Fields how much overtime was incurred. <br />Mrs. Fields stated that 176 hours have been accumulated by a group <br />of about eight people. Commissioner Hall stated that an <br />accumulation of too much overtime could cause problems. <br />Commissioner Reives stated that Lee-Harnett Area Mental Health, <br />Developmental Disabilities, and Substance Abuse Authority was <br />audited by the United States Office of the Inspector General's <br />Office of Audit Services and found them to be in compliance with all <br />program requirements. He stated that Lee-Harnett will serve as a <br />model for the other 55 centers to be audited nationwide. <br />Commissioner Reives commended Mr. Mansfield Elmore and his staff for <br />this accomplishment.
