0 now 13 IDa6 <br />consider a request by the Environmental Management Commission <br />to reclassify a portion of the Deep River as high quality <br />water. One such portion runs between Big Governors Creek and <br />Carbonton. This reclassification became official August 1, <br />1990. Mr. Barefoot stated that on the other hand, the Division <br />of Water Resources is potentially contributing to the decline <br />of the water quality by diverting large amounts of water from <br />the basin through interbasin transfers. Commissioner Cox <br />stated that the two State agencies' contradictory actions are <br />very contraversial. He added that we have to be concerned not <br />only for ourselves, but for our neighbors, as well. <br />Commissioner Hall asked if the Board needs to send a <br />representative to the public hearing. Chairman Stafford stated <br />that the Board needs to endorse their opposition to the issue <br />in writing, as well as have a representative to speak at the <br />public hearing. The County should be concerned about this <br />matter because the Deep River is the only river supplying the <br />County's water. He directed Mr. Barefoot and Mr. Joyce to <br />investiage the matter further. Mr. Barefoot and Commissioner <br />Paschal agreed to attend the public hearing. <br />Commissioner Wicker moved that the Board go on record <br />opposing the Randleman Dam proposal until further studies <br />justify the project. Commissioner Cox seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Following a brief recess, Chairman Stafford commended the <br />efforts of the individuals arranging the rally supporting the <br />troops in the Middle East. The rally was a great success. <br />Commissioner Hall suggested sending a letter of commendation to <br />Mr. Billy Ray Cameron for his part in coordinating the rally. <br />Commissioner Cox suggested sending letters of commendation to <br />Mr. Dick Hardy and Mr. Richard Feindel, also, along with the <br />other individuals involved in the planning of this event. <br />Commissioner Cox stated that the Buildings, Grounds, and <br />Utilities Committee reviewed the preliminary plans for the Lee <br />County Senior Center. Commissioner Matthews was asked to <br />present the Committee's proposal to the Board. Commissioner <br />Matthews stated that the architect has performed an outstanding <br />job drafting the preliminary plans as conveyed by the <br />Committee. Commissioner Paschal reiterated the same to Mr. <br />David R. Polston, architect. Commissioner Cox stated that Mrs. <br />Pam Adams, Director of the Department for the Aging, indicated <br />that the building would be adequate for her program's needs. <br />Commissioner Hall asked if moveable partitions would be used in <br />the multi-purpose room. Mr. Polston stated that moveable <br />partitions could convert the large room into three smaller <br />9 <br />
