Commissioner Matthews aslelt c~ce if he could quote <br />the difference in expenses of the project as proposed versus <br />the cost of installing a 6" line along Carthage Street. Mr. <br />Joyce stated that bids were not received for a 6" line <br />installation, and therefore, he has no figures. Mr. Joyce <br />stated that in a project such as this, the difference in the <br />costs of the two size pipes would not be that significant. In <br />a project such as this, labor is the major expense. <br />Commissioner Cox moved to adopt the resolution to proceed <br />with the project. Commissioner Hall seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Chairman Stafford recognized Mr. Leonard Barefoot, <br />Planning Director, who presented a rezoning request. He stated <br />that the Planning Board unanimously recommends that the Board <br />of Commissioners approve the Waylon Mitchell Jackson petition <br />submitted by Edward L. Bullard to change the zoning <br />classification of 3.0 acres of land located on the western side <br />of US Highway #1 South at 2424 Jefferson Davis Highway from <br />Residential Agricultural District to Highway Commercial <br />District. The Planning Board in its deliberation cited the <br />existing commercial use of the property and its proximity to <br />other commercially zoned property. <br />Commissioner Hall moved to adopt the rezoning request as <br />recommended by the Planning Board. Commissioner Cox seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Mr. Barefoot stated that the Planning Board unanimously <br />recommends that the Board of Commissioners approve a portion of <br />the Odell B. Thomas petition to change the zoning <br />classification of 47.74 acres of land located on the eastern <br />side of Highway 87 South at 3535 Highway 87 South from <br />Residential Restricted District to Highway Commercial District. <br />The Board recommends that only the portion of the property <br />lying within 600 feet of Highway 87 be rezoned to Highway <br />Commercial District, and that the remaining portion of the <br />property which borders Carolina Trace Subdivision remain <br />Residential Restricted District to provide a buffer between the <br />commercial area and the subdivision. The Planning Board in its <br />deliberation cited the location of the property on a major <br />highway and the fact that the property adjoins commercially <br />4 <br />
