Commissioner Ha11 seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />The Board next considered the final assessment resolution <br />for the Carthage Street water line extension as follows: <br />WHEREAS, on the 7th day of January, 1991, the Lee County <br />Board of Commissioners of the County of Lee, North Carolina, <br />adopted the water line across US #1 Bypass then along Carthage <br />Street north approximately 1,200 feet, said extension to be <br />financed by assessment of the total cost against the benefitted <br />real property; and <br />WHEREAS, the required public hearing has been held after <br />due notice to the public and to the owners of the affected real <br />property; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of <br />Commissioners of the County of Lee, North Carolina, that: <br />1. It is intended that the water lines of the Lee County <br />Water System be extended by constructing a 6" connection line <br />from the west side of US #1 Bypass to the west side of Carthage <br />Street; then an 8" line along Carthage Street north to the <br />property lne between Hales (9031-68-6203) and Johnson <br />(9031-68-8498), pursuant to Article 9, Chapter 153A of the <br />General Statutes. <br />2. 100 percent of the total cost of said extension shall <br />hereafter be assessed upon the benefitted properties on the <br />basis of the number of lots served, or subject to being served, <br />by the project at an equal rate per lot. <br />3. The assessment against the following class(es) of <br />property shall be held in abeyance, with interest, until <br />connections are actually made to the system or until the 5th <br />anniversary date of confirmation of the assessment roll, <br />whichever first occurs: NONE. <br />4. The assessments herein provided for shall be payable <br />in cash, or if any property owner shall so elect, he shall have <br />the option of paying the assessment in five (5) equal annual <br />installments, said installments to bear interest at the rate of <br />8 percent per annum. <br />5. A public hearing on all matters covered by this <br />resolution will be held at 9:30 a.m. on the 4th day of <br />February, 1991, in the Board of Commissioners Meeting Room at <br />200 Wicker Street, Sanford, North Carolina. <br />3 <br />
