eoo~ 13 592 <br />Be it further ordained that Lee County is an Equal <br />Opportunity, Affirmative Action Employer, and hires only United <br />States Citizens and lawfully authorized alien workers. <br />Commissioner Paschal seconded the motion, and upon a vote, <br />the results were as follows: <br />vote. <br />Aye: Cox, Hall, Matthews, Paschal, Reives, and Stafford <br />Nay: Wicker <br />The Chairman ruled the motion adopted by a six to one <br />The Board next considered granting a franchise to Nova <br />Medical Transport, Inc., for the provision of Non-Emergency and <br />Convalescent Ambulance Service in Lee County. County Manager <br />Cowan stated that Nova Medical Transport, Inc., has submitted <br />all the required documents by the franchise ordinance, which <br />includes a service fee schedule that has been distributed to <br />each Commissioner, articles of incorporation, the certificate <br />of insurance, certifications on each ambulance, and a financial <br />statement. These documents were reviewed by County Attorney <br />Hoyle and were found to be in order. County Manager Cowan <br />stated that Lee County Emergency Medical Services will continue <br />to answer emergency calls and Nova Medical Transport, Inc., <br />will make scheduled transportation transfers which will <br />basically involve transfers between the hospital, the doctor, <br />and the nursing home. County Manager Cowan stated that the <br />contract is for one year. The contract was drafted and <br />presented by Nova. He stated that County Attorney Hoyle will <br />need to modify the contract since an ordinance was adopted <br />after the public hearing. The terms and conditions of the <br />contract will comply with the ordinance. <br />Commissioner Matthews moved to grant the franchise, <br />pending the terms of the contract being drafted by County <br />Attorney Hoyle and final review from the Finance Committee. <br />Commissioner Paschal seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Board next considered a request from the Lee County <br />Emergency Medical Services Department for additional personnel <br />and equipment. Commissioner Wicker, Chairman of the Finance <br />Committee stated that the Finance Committee recommends hiring <br />two fulltime technicians and purchasing one ambulance. County <br />Manager Cowan stated that for a twelve-month period the two <br />salaries would total $44,244.00. The total salaries beginning <br />March 1, 1991, for the remainder of this fiscal year would <br />total $13,880.00. The cost of the ambulance would be <br />$38,000.00. <br />15 <br />
