Nay: None 600k 13 Pt,u- 53 <br />The Chairman ruled the motion adopted unanimously. <br />The Board recessed for lunch. Upon reconvening, County <br />Attorney Hoyle requested a change in order of the meeting so <br />that any items requiring his counsel may be presented next to <br />allow him to leave for a court appointment in thirty minutes. <br />With this in mind, Commissioner Wicker moved to enter an <br />executive session to discuss legal and land acquisition <br />matters. Commissioner Hall seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously, and the <br />Board was in executive session. <br />Commissioner Hall moved to close the executive session. <br />Commissioner Paschal seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously, and the <br />Board resumed its regular meeting. <br />The Board next considered the amendments to the Personnel <br />Policy. Commissioner Reives stated that additional input by <br />Commissioners Hall and Matthews was considered by the committee <br />reviewing the draft of the proposed personnel policy. Chairman <br />Stafford assured the Commissioners that each of their concerns <br />were addressed by the committee. Commissioner Reives <br />commended the County Manager and his staff for the time and <br />effort involved in revising the policy. Commissioner Matthews <br />questioned the need of continuing the use of petty leave and <br />asked if this benefit was abused by the employees. Mrs. <br />Beatrice Fields, Assistant County Manager, stated that the <br />State drafted Lee County's first personnel policy, and at that <br />time, petty leave was a State policy. Mrs. Fields stated that <br />petty leave has not been abused by the County employees. Mrs. <br />Fields stated that vacation would have to be issued differently <br />since employees are allowed to take vacation in half day <br />increments. If a child has to be picked up from school, <br />it would be unfair for that employee to have to take a half day <br />of vacation time. Commissioner Hall stated that if an employee <br />has a situation that requires him to leave for a few minutes, <br />the department head should consider the situation and allow <br />that employee to do so. It is not necessary to make petty <br />leave a policy. Commissioner Hall stated that he does not <br />agree with the policy that allows an employee to appeal through <br />13 <br />
