''03 13 err _ ~a3 <br />Cowan regarding ma ters of this significance. <br />Commissioner Reives asked Mr. McLaughlin if a Master Plan <br />has even been performed on the Parks and Recreation Department. <br />Mr. McLaughlin stated that he is not aware of a Master Plan <br />ever having been done. Mr. McLaughlin stated that the Parks <br />and Recreation Commission encouraged further pursuit of the <br />feasibility of an ECU park planning class coming to Lee County <br />to assist the Department in the development of a Park Master <br />Plan. He stated that a cost ranging from $800.00 to $1,200.00 <br />would be charged for this service, which would cover <br />transportation and incidental expenses to perform this task. <br />Past estimates of $10,000.00 to $20,000.00 to complete a Master <br />Plan by a private consultant have been cut from budget <br />proposals. <br />Commissioner Cox moved to endorse the Parks and Recreation <br />Department's pursuit in obtaining service from ECU to develop a <br />Master Plan. Commissioner Reives seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Chairman Stafford recognized Mrs. Alice Griffin of the <br />Johnston-Lee Community Action, Inc., who presented the <br />Anti-Poverty Plan for the Board's consideration. The Plan <br />will become effective February 21, 1991. Commissioner Wicker <br />asked Mrs. Griffin if Lee County is receiving its proportion of <br />the funds received through Smithfield from the Federal <br />government. Mrs. Griffin stated that Lee county is definitely <br />receiving their proper portion of the funds. Lee County was <br />cut $21,000.00 because of the census statistics on <br />unemployment. Smithfield did receive funds. Johnston County's <br />proportion of these funds is sixty percent versus Lee County's <br />forty percent, due to Johnston County's size. <br />Commissioner Matthews commended the programs being <br />sponsored in Lee County by Johnston-Lee Community Action, Inc., <br />especially the Headstart Program. Commissioner Reives asked <br />how many buses are used for the Headstart Program. Mrs. <br />Griffin stated that two buses provide transportation for the <br />program. Chairman Stafford stated that this program may be a <br />possible consideration in the implementation of the <br />Transportation Development Plan. <br />Commissioner Matthews moved to approve the Anti-Poverty <br />Plan for 1991.
