Lou,, 13 588 <br />Next, the Board considered a recommendation from the Lee <br />County Parks and Recreation Commission for matching grant <br />projects as presented by Mr. Don McLaughlin, Director of Parks <br />and Recreation. Final authority must be given by the Board to <br />receive matching 50/50 grants from the Parks and Recreation <br />Department's Matching Grant Fund to proceed with the following <br />projects: <br />1) Concession/Bathroom Building <br />Construction at Dalrymple Park $ 6,750.00 <br />2) Arts/Community Center Repairs 2,000.00 <br />3) Ingram Elementary School <br />Playground Construction 3,750.00 <br />4) Rotary Club Tennis Courts Repair <br />at O. T. Sloan Park 7.500.00 <br />Total $20,000.00 <br />Chairman Stafford stated that the request involves an <br />appropriation item that the Board can set aside funds to be <br />matched with individuals or groups wishing to contribute money <br />to improve our local parks and recreation areas. Mr. <br />McLaughlin stated that the total cost of the project would be <br />$40,000.00, but the County's share would be $20,000.00 <br />Following a brief discussion, Commissioner Cox moved to <br />authorize the Parks and Recreation Department to proceed with <br />the projects. Commissioner Reives seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Chairman Stafford expressed his concern to Mr. McLaughlin <br />about information being published regarding a bond proposal. <br />He stated that he is not aware of any communication relayed to <br />him about a bond issue for the Parks and Recreation Department <br />for over $5 million. Mr. McLaughlin stated that no bond issue <br />has been proposed. A committee was established to initiate a <br />feasibility study, and the committee presented only an update <br />of what they have accomplished to the Parks and Recreation <br />Commission. This matter was an item listed on the agenda, <br />which was sent to the County Manager. <br />It was the general concensus of the Board that a matter of <br />this significance should be properly conveyed to the Board <br />prior to it being discussed elsewhere. Mr. McLaughlin stated <br />that the news media was incorrect about the information they <br />printed regarding a feasibility study request to be performed <br />by a class at East Carolina University. It was actually a <br />proposal for a Master Plan Development and was mistakened for a <br />bond issue. Commissioner Cox encouraged Mr. McLaughlin to <br />establish a close line of communication with County Manager <br />11 <br />
