Lou,, 13 588 Next, the Board considered a recommendation from the Lee County Parks and Recreation Commission for matching grant projects as presented by Mr. Don McLaughlin, Director of Parks and Recreation. Final authority must be given by the Board to receive matching 50/50 grants from the Parks and Recreation Department's Matching Grant Fund to proceed with the following projects: 1) Concession/Bathroom Building Construction at Dalrymple Park $ 6,750.00 2) Arts/Community Center Repairs 2,000.00 3) Ingram Elementary School Playground Construction 3,750.00 4) Rotary Club Tennis Courts Repair at O. T. Sloan Park 7.500.00 Total $20,000.00 Chairman Stafford stated that the request involves an appropriation item that the Board can set aside funds to be matched with individuals or groups wishing to contribute money to improve our local parks and recreation areas. Mr. McLaughlin stated that the total cost of the project would be $40,000.00, but the County's share would be $20,000.00 Following a brief discussion, Commissioner Cox moved to authorize the Parks and Recreation Department to proceed with the projects. Commissioner Reives seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and wicker Nay: None The Chairman ruled the motion adopted unanimously. Chairman Stafford expressed his concern to Mr. McLaughlin about information being published regarding a bond proposal. He stated that he is not aware of any communication relayed to him about a bond issue for the Parks and Recreation Department for over $5 million. Mr. McLaughlin stated that no bond issue has been proposed. A committee was established to initiate a feasibility study, and the committee presented only an update of what they have accomplished to the Parks and Recreation Commission. This matter was an item listed on the agenda, which was sent to the County Manager. It was the general concensus of the Board that a matter of this significance should be properly conveyed to the Board prior to it being discussed elsewhere. Mr. McLaughlin stated that the news media was incorrect about the information they printed regarding a feasibility study request to be performed by a class at East Carolina University. It was actually a proposal for a Master Plan Development and was mistakened for a bond issue.
