oor; 13 578 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br /> <br />Monday, February 4, 1991 <br />The regular meeting of the Board of Commissioners for <br />the County of Lee, State of North Carolina, convened at 9:30 <br />A.M. on Monday, February 4, 1991, in the Commissioners' Room <br />on the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were: <br />Commissioners Albert L. Cox, Bobby R. Hall, Bertha L. <br />Matthews, Nathan E. Paschal, Robert T. Reives, William C. <br />Stafford, Jr., and Gordon A. Wicker. Chairman Stafford <br />declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman William C. Stafford, Jr., presided and the <br />following business was transacted: <br />The invocation was given by Commissioner Paschal. <br />Commissioner Hall moved that the Board proceed to hold <br />a public hearing on the Special Assessment District for <br />Carthage Street Water Line Extension. Commissioner Wicker <br />seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion adopted unanimously. <br />Mr. Bob Joyce, Director of Administrative Services, stated <br />that the public hearing is part of the process to establish a <br />special assessment district to extend a water line along <br />Carthage Street from the intersection of US 1 Bypass going <br />north 1,2001. Eighteen lots would be served by this water <br />line. In accordance with the statutes, a preliminary <br />assessment resolution was adopted. Notice of that assessment <br />was published in the local newspaper and proper notices were <br />mailed to the residents involved in the assessment. Following <br />this public hearing, adoption of a resolution directing that <br />the project be undertaken would be in order. The Building, <br />Grounds, and Utilities Committee reviewed this project and <br />recommended proceeding with the project. <br />Commissioner Wicker inquired about the purpose of using a <br />1 <br />
