0 0 <br />sale. boos 13 610 <br />3. The County Manager is authorized to determine on a <br />case by case basis whether or not public notice is to be <br />required or not. <br />4. No property sold in this manner may be sold to the <br />County Manager or any member of his family, and likewise, no <br />property may be sold to any other employees of the County <br />or to any member of their families, and likewise, no property <br />may be sold to any County Commissioners or to any members of <br />their families. <br />5. The County Manager shall make semi-annual reports of <br />sales made pursuant to this delegation of authority as <br />follows: <br />(1) By February 1 on sales between the preceding July 1 <br />and December 31st. <br />(2) By August 1, on sales between the preceding January 1 <br />and June 30th. <br />Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />The Board observed a short recess and resumed its sitting <br />for the dispatch of business with all Commissioners present. <br />The draft of the minutes for the regular meeting held on <br />February 4, 1991, were reviewed and corrected. After the <br />minutes were corrected, Commissioner Hall moved that the draft <br />of the minutes be adopted as the official minutes for said <br />meeting and that they be recorded. Commissioner Cox seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />County Planner Leonard Barefoot was recognized and <br />reported that the Planning Board deliberated and recommended <br />approval of the rezoning request submitted by Beth Williams and <br />Mildred Thomas to rezone the property located at 710 and 712 <br />Lower Moncure Road to Residential Agricultural Conditional Use <br />4 <br />
