0 eooz 13 61 7 <br />at the Lee County Board of Commissioners' Room: Tuesday, April <br />9, 1991, at 3:00 o'clock P.M., adjourning until Tuesday, April <br />16, 1991, at 4:00 o'clock P.M., adjourning until Thursday, <br />April 18, 1991, at 5:00 o'clock P.M., followed by final <br />adjournment of this annual review. <br />The Board then recessed for lunch, following which they <br />resumed their public meeting with all members in attendance, <br />except Chairman Stafford. Vice-Chairman Wicker presided in <br />the Chairman's brief absence. <br />Vice-Chairman Wicker recognized Mr. Don McLaughlin, <br />Director of the Parks and Recreation Department, who requested <br />the Board's acceptance of a gift of an entrance sign for Lee <br />County's San-Lee Park to be donated by the following: Cherokee <br />Sanford Group, Inc. would donate the brick sculpture; Ms. <br />Miriam Simms of Cherokee Sanford Group, Inc. would perform and <br />donate the sculpted work; Mr. Jim Tinker of JT Signs and <br />Designs would donate and perform the wood routed portion of the <br />sign; and Mr. Ken Howell of Howell's Masonry would donate the <br />masonry work involved. Commissioner Cox stated that the <br />request met the Recreation Advisory Board's approval. Upon <br />Chairman Stafford's return to the public session and following <br />some discussion, commissioner Cox moved to accept the donation <br />and that a letter of appreciation from the Chairman be sent to <br />the donors. Commissioner Hall seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />Commissioner Reives asked Mr. McLaughlin if the Parks and <br />Recreation Department has a policy regarding out-of-county swim <br />teams' use of Lee County's swimming pool facilities, since <br />Moore County's swim team has approached the Parks and <br />Recreation Advisory Board about the use of the swimming pool <br />facility at O. T. Sloan Park. Following a lengthy discussion, <br />it was the general consensus of the Board to refer the matter <br />back to the Parks and Recreation Advisory Board for further <br />consideration. <br />The Chairman recognized Public Works Director Bobby <br />Johnson who presented a proposal to participate in a group <br />application for National Pollutant Elimination System storm <br />water permits to the Environmental Protection Agency through <br />the North Carolina Association of County Commissioners. <br />Permits will be required for Lee County's landfill, the vehicle <br />maintenance shop, the school bus garage, and the airport. The <br />cost will be considerably less applying for the permits through <br />the NCACC, as opposed to securing the permits individually. <br />After discussion, Commissioner Matthews moved that Lee County <br />5 <br />
