0 baa~ D Frs~ 615 <br />The Chairman recognized Mr. Derrell Mullins of <br />Mullins-Sherman Architects, who presented the bids submitted <br />for renovations to the Lee County Government Center. A copy of <br />the bids are attached to these minutes, and upon this <br />reference, made a part hereof. County Manager William K. Cowan <br />then presented the Finance Committee's recommendation of <br />amending the architectual firm's contract allowing an <br />additional $16,542.00 fee for a total contract of $81,342.00. <br />In addition, he recommended compensating the firm for design <br />services for any additional work performed in the areas of <br />additional asbestos work, fire protection alterations, <br />electrical light alterations, Commissioners' Room millwork, and <br />contingency fund expenditures. A copy of the amendment is <br />attached to these minutes, and by this reference, made a part <br />hereof. Following some discussion, Commissioner Cox moved to <br />amend Mullins-Sherman Architects' contract as recommended by <br />the Finance Committee and to award the low bids with all add <br />alternates as follows: <br />General Construction: Ellis Walker Builders -$505,907.00 <br />Mechanical Contractor: Southern Piping Company-$203,660.00 <br />Electrical Contractor: Mace Electric Company -$130,505.00 <br />Commissioner Hall seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />County Manager Cowan introduced Ms. Deborah VanGorder, <br />Service Delivery Area Administrator of the Mid-Carolina Private <br />Industry Council, who presented an overview of the Council. <br />Following the presentation and some discussion, Commissioner <br />Matthews moved to adopt the following resolution: <br />Resolution on the Job Training Partnership Act Title III - <br />Economic Dislocation and Worker Adjustment Assistance Act - for <br />the designation of a substate grantee for the Mid-Carolina <br />Substate Area in providing programs for Dislocated Workers. <br />WHEREAS, the counties comprising the Mid-Carolina Service <br />Delivery Area do not need to take any action for Program Years <br />1991 and 1992 to retain existing substate area designation, <br />except that in situations where the service delivery area <br />geographic configuration will change beginning in Program Year <br />1991, the Governor will automatically designate the new area as <br />a substate area for Title III; and <br />WHEREAS, Section 312(b) of the Economic Dislocation and <br />Worker Adjustment Assistance Act requires the Governor to <br />designate a substate grantee for each substate area on a <br />
