0 BOOK 13 Fac 643 <br />MINUTES OF THE SPECIAL MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br /> <br />Monday, March 25, 1991 <br /> <br />The special meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened in the <br />West Conference Room of the Sanford Municipal Center, 225 East <br />Weatherspoon Street, Sanford, North Carolina, at 7:00 o'clock <br />P. M., March 25, 1991, the same being the time, date and place <br />specified in the call issued by the Chairman. Those present <br />were Commissioners Albert L. Cox, Bobby R. Hall, Bertha L. <br />Matthews, Robert T. Reives, William C. Stafford, Jr., and <br />Gordon A. Wicker; absent, Commissioner Nathan E. Paschal. A <br />quorum present and meeting in joint session with the Sanford <br />Board of Aldermen and the Broadway Board of Commissioners, <br />Sanford's Mayor Rex McLeod opened this joint session. <br />The invocation was given by Sanford Alderman J. Ed Davis. <br />Chairman Stafford presided, and the following issues of <br />common interests among the three governing bodies were <br />discussed: <br />Chairman Stafford recognized Mr. Bill Lewis of the <br />Consolidated Government Review Committee of the Sanford Area <br />Chamber of Commerce who presented a review of the functional <br />merger concept as outlined in the Report of the Phase II <br />Sanford-Lee County-Broadway Metro Government Study Committee. <br />Current consolidated services include schools, recreation, fire <br />and rescue operations, airport, public golf course, tax <br />assessment. Departments that could be functionally merged <br />include tax collection, planning and inspections, data <br />processing, and grants. Areas of public services studied by <br />the committee include the water system, sewage disposal, solid <br />waste, and animal control. Following Mr. Lewis' presentation, <br />the Boards discussed the issue. <br />The next item on the agenda was presented by Commissioner <br />Bobby R. Hall. Commissioner Hall presented a report on the <br />proposed northern airport/industrial park. He reported that a <br />feasibility study will be completed next month. The proposed <br />airport would be beneficial to this area and would also relieve <br />the Raleigh/Durham area airports. Following Commissioner <br />Hall's report, the Boards discussed the issue. <br />County Manager William K.
