She stated <br />that the Plan allows the State to assess the County's <br />transportation needs. In order for Lee County to apply for <br />transportation assistance funding, the Plan must be approved by <br />the Lee County Board of Commissioners and the application must <br />be submitted by May 3, 1991. The Plan is an operational guide <br />for the County, of which changes can be made, pending approval <br />of the Lee County Board of Commissioners and the North Carolina <br />Department of Transportation. Following a discussion, <br />Commissioner Cox moved to adopt the Transportation Development <br />Plan. Commissioner Wicker seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />The Board next considered the method of filling vacancies <br />in the Office of Register of Deeds. The State House of <br />Representatives has approved and sent the Senate HB206. The <br />bill would change the law to compel county commissioners to <br />appoint the person recommended by the county executive <br />committee of the political party to which the former register <br />of deeds belonged. Commissioner Cox moved to write Senators <br />William W. Staton, J. K. Sherron, and Joseph E. Johnson letters <br />opposing this proposed legislation. Commissioner Reives <br />seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />Chairman Stafford recognized commissioner Wicker, Chairman <br />of the Finance Committee, who presented the Finance Committee's <br />recommendation to the Board for overtime pay for employees of <br />the Parks and Recreation Department working weekend athletic <br />tournaments and company picnics. Mr. Don McLaughlin, Director <br />of Parks and Recreation, was also recognized. Following some <br />discussion, Commissioner Wicker moved to approve overtime pay <br />for these employees for a trial period from April 1, 1991, to <br />June 30, 1991, after which time, the Board will consider <br />whether this method of handling overtime will continue. <br />Commissioner Hall seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />
