2009 - 9 <br />RESOLUTION <br />OPPOSING THE PASSAGE OF THE <br />PUBLIC SAFETY EMPLOYER - EMPLOYEE COOPERATION ACT <br />WHEREAS, the local governments of the State of North Carolina have a rich history of <br />supporting public safety employees, and <br />WHEREAS, there is proposed legislation entitled "The Public Safety Employer - Employee <br />Cooperation Act' which would require state and local governments to collectively bargain with <br />North Carolina public safety employees (police officers, firefighters, and emergency medical <br />personnel) by creating a federalized collective bargaining system for public safety officers; and <br />WHEREAS, mandated collective bargaining for public safety is an unnecessary intrusion by the <br />federal government into local government operations and constitutes "micro - management' of <br />local government operations, and <br />WHEREAS, this legislation severely restricts the freedom of state and local governments to <br />tailor their policies to their needs; and <br />WHEREAS, if the proposed legislation becomes law, the next logical step may be the allowance <br />of strikes by public employee labor unions which would have a detrimental effect on the safety <br />of local government citizens by putting vital public services at risk; and <br />• WHEREAS, North Carolina local governments are already facing budgetary constraints to meet <br />the needs of its citizens, and <br />WHEREAS, this legislation would impose a substantial unfunded mandate on state and local <br />governments and may force state and local governments to either cut services or raise taxes. <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Lee County, North <br />Carolina, hereby opposes the passage of the Public Safety Employer - Employee Cooperation <br />Act and strongly encourages our congressional representatives to oppose this legislation <br />Adopted this � day of lk rc19 - 2009. <br />LirPa A.
