II. ADDITIONAL AGENDA <br />The Board considered additions to the Agenda. With no changes/additions requested, <br />Commissioner Sharpe moved to approve the Agenda as presented. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Del Palazzo, Dodson, Knecht, Reives, Sharpe, Smith <br />Nay: None <br />Chair Dalrymple ruled the motion had carried unanimously. <br />III. APPROVAL OF CONSENT AGENDA <br />Commissioner Sharpe moved to approve the Consent Agenda, which consisted of the <br />following items: <br />■ Minutes from the November 19, 2018 Regular Meeting. <br />■ Request to use escrow funds to purchase health clinic equipment. <br />■ Request for approval of Resolution Designating Depositories, Establishing <br />Accounts, and Designating Signatories for Accounts of Lee County. <br />Upon vote, the results were as follows: <br />Aye: Dalrymple, Del Palazzo, Dodson, Knecht, Reives, Sharpe, Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />IV. PUBLIC COMMENTS <br />Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. No one signed up to speak during the Public Comments section of the meeting. <br />V. OLD BUSINESS <br />A. Request for approval of modification to the Memorandum of Understanding for FY 18-19 <br />between NC DHHS and Lee County. <br />At the June 18, 2018 Board of Commissioners meeting, the original Memorandum of <br />Understanding with the NC Department of Health and Human Services was approved authorizing <br />the County Manager to complete its execution. According to NC DHHS, the modifications to the <br />MOU are in response to feedback and information received from the counties following the <br />execution of the MOU and NC DHHS' ongoing analysis of performance data. Social Services <br />Director Angelina Noel stated that DHHS will not take any action in FY 18-19 for non-compliance <br />with the MOU to allow time for the counties to obtain and process information. The format was <br />revised to include county specific performance measures from a fixed measure to a growth <br />measure and will analyze data to see where each county stands to identify trends to set county <br />specific measures. Commissioner Reives moved to approve the modifications to the Memorandum <br />of Understanding as presented, a copy of which is attached to these minutes and by this reference <br />made a part hereof.
