LEE COUNTY <br />Committed Today for a Better Tomorrow <br />SPECIAL_ MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />NOVEMBER 26, 2018 <br />The special meeting of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 6:00 P.M. in the Commissioners Room, First Floor, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when <br />the meeting was called to order were Kevin C. Dodson, Larry "Doc" Oldham, Robert T. Reives, <br />Cameron W. Sharpe, and Timothy S. Sloan. Commissioners absent at the time the meeting was <br />called to order were Amy M. Dalrymple and Dr. Andre Knecht. Staff in attendance included County <br />Manager John Crumpton, Assistant County Manager/Finance Director Lisa Minter, County Attorney <br />Whitney Parrish, and Deputy County Attorney/Clerk to the Board Jennifer Gamble. <br />I. CALL TO ORDER <br />Vice Chair Oldham called the meeting to order. <br />11. PUBLIC HEARING <br />A. Public hearing for the participation in the cost of an economic development proiect under <br />North Carolina General Statute Section 158-7.1 to make appropriations from the County's general <br />fund in the amount of $24,000 to be paid to the Sanford Area Growth Alliance for expenditures <br />related to marketing and recruitment for an economic development project <br />Michael Smith, CEO of the Sanford Area Growth Alliance, provided a summary of the <br />request. The funds requested are to develop and create a multi -media presentation to site <br />consultants and company representatives for a large economic development project. The amount <br />requested is $24,000 for expenses related to research, photography, editorial content, writing, and <br />visual design of the presentation to be provided electronically and as a printed booklet. Most funds <br />will be used for legal research and data gathering. Because of the quick turnaround necessary, the <br />work was not bid, however contractors were chosen based on previous experience, prior work <br />completed for Lee County, and specialized expertise. Time is of the essence for this project due to <br />an anticipated site visit in mid to late December. This project will create over 500 jobs with an <br />average wage more than 3 times Lee County's current average wage and would be a major boost <br />for the tax base. Most of the work product that will be produced can be used for additional projects. <br />Following discussion, Commissioner Sloan moved to waive the Board's policy to hold a vote at the <br />meeting following a public hearing on a proposed expenditure to proceed with voting due to time <br />being of the essence to proceed with the services presented.
