Upon a vote, the <br /> results were as follows: <br /> Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br /> Nay: None <br /> Chair Dalrymple ruled the motion had carried unanimously. <br /> V. PUBLIC COMMENTS <br /> Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br /> Comments. No one signed up to speak during the public comments section of the meeting. <br /> VI. OLD BUSINESS <br /> A. Consideration of approval of the Future Land Use Plan. <br /> The Board of Commissioners have held two public hearings with the Lee County Planning <br /> Board, the first one was held on September 17, 2018 and the second one was held on October 15, <br /> 2018. The Lee County Planning Board then met to make recommendations to the Board of <br /> Commissioners, which voted 4-1 to recommend that the County Commissioners adopt the <br /> "PlanSanLee" Future Land Use Plan and Map. The City of Sanford and Town of Broadway have <br /> adopted the plan. Mr. Crumpton stated that there will be many conversations with the board <br /> regarding land use after the adoption of the Land Use Plan prior to modifying the Unified <br /> Development Ordinance. Following discussion, no action was taken. <br /> B. Presentation from Withers and Ravenel on the Parks and Recreation Master Plan Phase I <br /> Recommendations. <br /> Parks and Recreation Director John Payne and a representative from WithersRavenel, <br /> Gary Warner, presented Phase 1 recommendations for Horton, Kiwanis Children's, O.T. Sloan and <br /> Temple parks based upon public input and funding limitations. The full master plan was presented <br /> to the public following the Parks and Recreation board meeting on May 29, 2018. Public input from <br /> the presentation and online input was incorporated into the plan. The Parks and Recreation Board <br /> unanimously approved the Phase 1 plan recommendations at the August 27, 2018 meeting. Phase <br /> 1 for Horton Park includes a splash pad, pump house, renovation to pool house and restroom, <br /> paved parking, and a piece of walking trail that connects down to the community garden and is <br /> estimated to cost approximately $500,000. Phase 1 for Temple Park includes an open space with <br /> part of a walking area estimated to cost just under $200,000. Phase 1 for Kiwanis Children's Park <br /> includes renovations to one of the tennis courts and new playground and is estimated to cost under <br /> $400,000. Phase 1 for OT Sloan Park includes connecting an old road, realignment of tennis <br /> courts, and clearing field out for multipurpose field with an estimated cost of approximately <br /> $725,000. No action was taken. <br /> VII.MANAGERS' COMMENTS <br /> County Manager John Crumpton proposed consideration of a modification in the meeting <br /> schedule to accommodate attendance at the Farm City Banquet. Mr. Crumpton recommended <br /> reserving 4 p.m. on Monday, November 19th. There may be an economic development item that <br /> will require a special meeting next week. Chair Dalrymple stated a proposed plan to meet Tuesday, <br /> November 13th at 6 p.m. in addition to Monday, November 19th at 4 p.m. <br /> Mr. Crumpton presented a request from the City of Sanford to reallocate $200,000 that was <br /> originally budgeted as a match to a Golden Leaf grant for a sewer line to the airport, but will now <br /> Page 314 <br />
