WHEREAS, unlike the Cape Fear RFP District, the proposed service districts would not be <br />• municipal corporations and would have no independent authority but, rather, would be <br />established and maintained by the County, under the control of this Board. <br />WHEREAS, as required by North Carolina General Statute § 153A -302, this Board <br />received and considered information and evidence from the property owners who would be <br />affected by creation of the proposed two fire protection, ambulance and rescue service districts <br />and other persons, which information and evidence is relevant to determining whether to <br />establish the service districts, to wit: <br />(1) The proposed Clearwater Fire, Ambulance and Rescue Service District would <br />contain a resident population of approximately 528 persons with a population density of <br />493 persons per square mile; <br />(2) The proposed Clearwater Fire, Ambulance and Rescue Service District would <br />consist of approximately 251 separate parcels with a 2011 assessed tax value of <br />approximately 22.5 million dollars; <br />(3) The present county tax rate paid by property owners in the proposed Clearwater <br />Fire, Ambulance and Rescue Service District is 75 cents per $100 of property valuation <br />and the present additional special tax rate for fire protection, ambulance and rescue <br />services provided through the Cape Fear RFP District is 8.6 cents per $100 of property <br />• valuation. The additional special tax rate for fire protection, ambulance and rescue <br />services proposed to be provided by the City of Sanford is estimated to be <br />approximately 16 cents per $100 of property valuation, or ($36,000) for Fiscal Year <br />2010 -2011. There also would be an additional special tax of 1.25 cents per $100 of <br />property valuation for the Fire Marshal's Office services. <br />(4) The property owners in the proposed Clearwater Fire, Ambulance and Rescue <br />Service District have the ability and have expressed the desire to sustain the additional <br />special taxes necessary to have the City of Sanford provide fire protection, ambulance <br />and rescue services for the district. <br />(5) The proposed Cape Fear Fire, Ambulance and Rescue Service District would <br />contain a resident population of approximately 4632 persons with a population density <br />of 88.5 persons per square mile <br />(6) The proposed Cape Fear Fire, Ambulance and Rescue Service District would <br />consist of approximately 3286 separate parcels with a 2011 assessed tax value of <br />approximately 336.5 million dollars. <br />(7) The present county tax rate paid by property owners in the proposed Cape Fear <br />Fire, Ambulance and Rescue Service District is 75 cents per $100 of property valuation <br />• and the present additional special tax rate for fire protection, ambulance and rescue <br />2 <br />
