LEE COUNTY <br />Committed Today for a Better Tomorrow <br />EMERGENCY MEETING OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />September 12, 2018 <br />The emergency meeting of the Lee County Board of Commissioners for the County of <br />Lee, State of North Carolina, convened at 2:00 p.m. at the Lee County Emergency Operations <br />Center, 204 West Courtland Drive, Sanford, North Carolina, on said date. Commissioners <br />Present were Amy M. Dalrymple, Kevin C. Dodson, Dr. Andre Knecht, Larry "Doc" Oldham, <br />Robert T. Reives, Cameron W. Sharpe, and Timothy S. Sloan. Staff in attendance included <br />County Manager John Crumpton, Assistant County Manager/Finance Director Lisa Minter, <br />County Attorney Whitney Parrish, Community and Government Relations Manager Jamie <br />Brown, Deputy County Attorney/Clerk to the Board Jennifer Gamble, and Emergency Services <br />Director Shane Seagroves. Other elected officials in attendance included Sheriff Tracy Carter, <br />City of Sanford Mayor Chet Mann, and Town of Broadway Mayor Donald Andrews. <br />Chair Dalrymple called the meeting to order on at 2:00 p.m. <br />Emergency Services Director Shane Seagroves provided an update on the status of <br />Hurricane Florence. The storm is expected to impact Lee County all day Thursday and through <br />the weekend. Widespread power outages, tropical force winds and flooding is expected. <br />Community and Governmental Relations Manager Jamie Brown stated that she would be <br />providing a series of media releases and prerecorded updates available on an information line <br />that will be established. County Manager John Crumpton provided a summary of preparatory <br />measures the county was taking to brace for the impact of the storm. Mr. Seagroves provided <br />that a pre -event emergency shelter at Santee Middle School which has a capacity of 150 <br />people and will accommodate pets across the street at the McSwain Center will be available <br />for intake at 8:00 p.m. Wednesday evening. <br />County Attorney Whitney Parrish lead a discussion regarding a joint State of Emergency <br />Declaration between the County, City of Sanford, and Town of Broadway. She stated that the <br />Board may authorize the Chair to sign off on the joint declaration and impose any necessary <br />restrictions. Amendments can be made with superseding declarations. A curfew was proposed <br />to help protect citizens and emergency responders. A number of exceptions to the curfew were <br />provided including law enforcement, medical service providers, members of the media, and <br />citizens commuting to and from employment. Sheriff Tracy Carter proposed beginning a curfew <br />at 9:00 p.m. Thursday evening and maintaining it until conditions are assessed and determined <br />to be safe for travel. <br />
