Ce <br /> talking with Attorney Atwater and Post regarding the situation and how it could impact the <br /> Board vote if the local pharmaceutical company is affected by the multi-district litigation. <br /> Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br /> Nay: None <br /> The Chair ruled the motion had carried unanimously. <br /> B. Consideration of an upset bid offer for the purchase of surplus property located on <br /> Lemon Springs Road, PIN 9549-17-7784-00. <br /> The County foreclosed on the property located at PIN 9549-17-7784-00 in 2017. <br /> Currently, what is owed on the property is $6,221.95, which includes the taxes and <br /> attorney fees owed. The Current tax value of the property is $13,000. Charlie Martin <br /> submitted an offer to purchase the above mentioned property for $1,000.00. At the July 23, <br /> 2018 regular meeting, the Board voted to sell the property through the upset bid <br /> procedure, declare the property surplus, and accepted Mr. Martin's initial offer of$1,000. <br /> Mr. Martin's offer was advertised in The Sanford Herald on August 2, 2018. During the <br /> upset bid period, Mr. David Taylor submitted an upset bid of$1,100 on August 7, 2018. At <br /> that time, Mr. Taylor paid his 5% deposit and advertising costs. Commissioner Sloan <br /> moved to accept the upset bid offer from David Taylor in the amount of$1,100 and to <br /> advertise the offer in The Sanford Herald. Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br /> Nay: None <br /> The Chair ruled the motion had carried unanimously. <br /> C. Parks and recreation report on projects and bonds. <br /> County Manager John Crumpton provided the board with a draft of the master plans <br /> for Horton, Temple, O.T. Sloan, and Kiwanis Children's Parks along with a summary of a <br /> memo providing staff recommendations for each park. OT Sloan improvement plans <br /> include rehabilitation of the tennis courts, rearranging entrances, using the entrance where <br /> the new State Employees Credit Union is located, and eliminating the dirt gravel driveway. <br /> Temple Park improvements include working towards grassing fields and creating more <br /> open space. In Kiwanis Children's Park, staff is working on agreements with DOT and the <br /> City on the roundabout at Wicker and Carthage Streets. DOT has mentioned the possibility <br /> of widening Carthage Street going down to the intersection. Under the LWCF rules, the <br /> property will have to be replaced acre per acre, so the County will have to go somewhere <br /> else to buy property. It is understood that DOT and the City will assist the County in the <br /> recoup of this property. Commissioner Reives asked Parks and Recreation Director John <br /> Payne to prioritize the usage of each park along with the type of usage. Mr. Crumpton <br /> stated staff hopes to work on bid packages to come back to the Board in September for <br /> the Board's consideration.
