•1 <br /> C- <br /> III. <br /> PRESENTATIONS <br /> A. Proclamation recognizing the Lee County Parks and Recreation 12 and Under All <br /> Stars for winning the Dixie Youth State Championship. <br /> The Lee County Parks and Recreation 12 and Under All Star Team won the Dixie <br /> Youth League 12U State Championship in Eden, NC in July and participated in the <br /> Dixie Youth Baseball World Series at the beginning of August. This was the second <br /> time in the past three years the team has won the state championship. Commissioner <br /> Sloan moved to accept the Proclamation, a copy of which is attached to these minutes <br /> and by this reference made a part hereof. Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br /> Nay: None <br /> The Chair ruled the motion had carried unanimously. <br /> B. Presentation from Lee County Young Commissioner Angel Uy. <br /> Lee County 4-H Young Commissioner Angel Uy presented to the Board of <br /> Commissioners about her experience as a 4-H Young Commissioner along with her <br /> selection and plans to attend the upcoming NCACC Annual Conference in August 2018 <br /> as the Association's Youth Voice. Ms. Uy will be representing Lee County at the <br /> National 4-H Conference in Atlanta, Georgia in November. No action was taken. <br /> IV. PUBLIC COMMENTS <br /> Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br /> Comments. No one spoke during the public comments section of the meeting. <br /> V. OLD BUSINESS <br /> A. Consideration of instructing staff to enter into negotiations and a fee arrangement <br /> with a national law firm to represent the County in the opioid litigation. <br /> At the July 23, 2018 regular meeting, the Board heard presentations from <br /> representatives of McHugh Fuller Law and Simmons Hanly Conroy regarding their <br /> approach to representation in the opioid litigation along with an update on the status of the <br /> cases currently under the jurisdiction of the multi-district litigation in Ohio. Ms. Parrish <br /> provided an overview of data gathered from the hospital including rates of Narcan <br /> dispensed and EMS calls, and information from the Health Department with the help of <br /> Project Lazarus which assists in addressing prescription drug use and overdose in the <br /> community. The NC DHHS website has a lot of statistical information from NCDetect, <br /> which detects opioid and heroin use by county. The Sheriff's Office was able to gather <br /> some information on the number of overdose calls they have responded to resulting in an <br /> increasing trend from 2010 to 2018. Chair Dalrymple stated that this topic will be <br /> Cie addressed at the NCACC Annual meeting next week and recommended delaying the <br /> decision until after more information was obtained.
