The technical areas, character and extent of subcontract <br />or contractor activity must be indicated and the anticipated sources <br />must be specified and qualified. <br />(d) The proposal must list the names and telephone numbers of the <br />principals authorized to conduct negotiations. <br />(e) No diversion or replacement may be made without submission of a <br />resume of the proposed replacement and without final approval of <br />Lee County. <br />5. Proposer! Operational Plan (Section 111): The proposed operational plan <br />should demonstrate an understanding of the problem and technical approach. <br />5.1 Include statement and discussion of the requirements as they are analyzed <br />by the proposer. <br />5.2 Preparation. Mobilization and Emergencv Planning: Meet with <br />designated County personnel no later than a month prior to HHW <br />collection day to inspect the event site, discuss operational details with <br />County staff, and discuss the emergency response needs for typical likely <br />situations and to provide an all- weather station including tents, table and <br />supplies for sorting, packaging and shipping HHW. A fully charged <br />eyewash, shower and ABC dry chemical type fire extinguisher must be <br />provided. A spill /contingency plan must be specifically outlined. <br />Provide diagrams describing the transportation plan of the household <br />hazardous waste tram the homeowner's vehicles to the segregation area. <br />5.3 Screening: Fully describe the process by which wastes will be <br />screened for non - acceptable items, identification of unlabeled items, non- <br />hazardous solid waste. <br />5.4 Collection: Fully describe your proposal for the collection of HHW. <br />This should include, but not necessarily be limited to the following: <br />(a) Inclement weather contingency (ex. tents). <br />(b) Actual collection procedure. <br />(c) Analysis for compatibility and unknowns. <br />(d) Preliminary layout of the "collection" day site(s) as envisioned in <br />your proposal. <br />El <br />
