D. <br />_ Information <br />Meeting Date: August 15, 2011 Action Item <br />XX Consent Agenda <br />SUBJECT Application for State Aid to Libraries <br />DEPARTMENT Library <br />CONTACT PERSON Michael Matochik, Library Director <br />REQUEST Approval of 2011 -2012 Application for State Aid to Public Libraries <br />SUMMARY In order to receive Lee County's allocation of State Aid to Libraries <br />funding, the State Library of North Carolina requires that the governing board of the county submit <br />an annual application to certify requirements listed on the form. These requirements concern <br />standards for the operation of a modern public library including service to all residents, planning <br />for future development, standard budgeting and fiscal responsibilities, submission of required <br />legal and financial paperwork, etc. The major ongoing requirement concerns the "Maintenance of <br />Effort" (MOE) provision that states in part: "Secure operational funds from local government <br />sources at least equal to the average amount budgeted and available for the previous three <br />years." Due to current economic conditions the county at this time will not meet the MOE level. All <br />requirements are satisfied (or will be at the proper time, for instance when the county audit is <br />completed). Lee County Library uses state funds in most part for purchasing books, magazines <br />and audio /visual materials so as to directly benefit our patrons. <br />BUDGET IMPACT Due to economic conditions the State Library of North Carolina staff <br />at this time does not know what Lee County's allocation will be.
