013 <br />LAND USE INFORDIATION PRESENTED AT TIIE PUBLIC HEARING <br />PETITION #2011 -0701 <br />Site & Area Description: The subject property is located east of NC Hwy 87 S with frontage on Hwy 87 <br />and frontage on Indian Trail, a private road in Carolina Trace Subdivision. The area requested for <br />rezoning is comprised of three lots that have been combined into one tract that totals .85 -acres of land as <br />shown on a survey map recorded in the Lee Co Registry of Deeds Office on July 8 2011 in Plat Cabinet <br />2011, Slide 71. <br />All adjoining properties are zoned RR district. Land uses in the immediate area are residential uses <br />consisting of single - family dwellings and farmland. <br />Staff Analysis <br />The subject property is the current site of the Carolina Trace Volunteer Fire Department. The applicant is <br />requesting to rezone the property in anticipation of an expansion to the existing sub - station. The fire sub- <br />station is allowed in the RR district as a special use upon issuance of a Special Use permit by the Board of <br />Adjustment. Fire stations are allowed by right in the O & 1 zoning district subject to all applicable design <br />standards. The applicant chose to rezone to the O & 1 district because this district allows more Flexibility <br />with respect to the dimensional standards for the proposed expansion. <br />The current Residential Restricted (RR) zoning district is established for low- density single- family uses. <br />The RR district allows for a minimum lot size of 30,000 sq ft, a minimum lot width of 100 feet, with <br />building setbacks of 30 feet from a front property line, 30 feet from a rear property line, and 15 feet from <br />a side property line. The maximum building height in the RR district is 40 feet. <br />The Office & Institutional (0&1) district is established to provide for agencies and offices rendering <br />specialized services and traditional institutional functions such as fire stations, cultural and recreational <br />facilities and educational facilities. Dimensional standards of the O & I district includes a minimum lot <br />width of 50 feet, a 10 foot front yard setback, and 0 side yard and rear yard setbacks. The O & I district <br />does not establish a minimum lot size requirement. The maximum building height in the O & I district is <br />50feet opposed to 40feet in the RR district <br />Utilities: The petitioned property is currently served by public water and public sewer provided by <br />Carolina Utilities Inc. <br />Environmental: It is not located within a watershed or flood hazard zone <br />Transportation: The proposed expansion project is not expected to affect the current traffic pattern or <br />volume in the area. <br />Development Standards: If the subject property is rezoned, the site will be required to meet all <br />development standards of the UDO such as landscape buffers and screening, parking lot standards, and <br />building design standard. <br />Conformance with the 2020 Land Use Plan The 2020 Land Use Plan and Map have not identified this <br />area for any particular use. When considering the zoning of the property, current development trends of <br />the neighborhood should be continued and applied. <br />
