24 213
LEE COUNTY
Committed Today for a Better Tomorrow
PUBLIC HEARING
OF THE
LEE COUNTY BOARD OF COMMISSIONERS
106 HILLCREST DRIVE
SANFORD, NORTH CAROLINA 27330
JUNE 15, 2011
The public hearing to hear comments in reference to a proposal to establish two fire protection,
ambulance and rescue service districts within the existing Cape Fear Rural Fire Protection District was
held at 6 p.m. in the Gordon Wicker Conference Room, Lee County Government Center, First Floor,
106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present were Richard B.
Hayes, Larry "Doc' Oldham, Charles T. Parks, Nathan E. Paschal, and Linda A. Shook.
Commissioners Robert T. Reives and James K. Womack, Jr. were absent. Staff in attendance included
County Manager John Crumpton, County Attorney K. R. Hoyle, and Clerk to the Board Gaynell M. Lee.
Chairman Shook called the meeting to order and outlined the purpose of the public hearing.
Mr. Donald Andrews, Chairman of the Lee County Fire Advisory Board stated that some areas
in the Cape Fear Fire District are currently unrated, preventing citizens from having fire insurance or
having to pay extremely high costs. The City of Sanford has agreed to provide fire protection to
residents in the Clearwater Drive area at a rate of 18.6 cents per $100 value. Currently residents in the
Cape Fear District are paying 8.6 cents per $100 and that will increase to 8.7 cents if the area is divided
into two separate districts.
Chairman Shook opened the public hearing that had been advertised for this date and time.
The following spoke in favor of establishing the two service districts:
John Hall, 1515 Clearwater Drive, (spoke on behalf of residents
in the Clearwater Drive area),
Ricky Taylor, 87 Wilmer Road (President of the Cape
Fear Fire Department), and
Glenn Edwards, 915 Openview Drive (discussed how his insurance
rates have doubled over the past several years)
Lee County Fire Marshal Shane Seagroves stated it could take approximately six - months, if the
plan is approved by Commissioners, before residents will see a change in their fire rating. This is due
to everything going through the State Fire Marshal's Office for approval and verification.
Chairman Shook closed the public hearing.
Commissioner Parks moved to adjourn the meeting. Upon a vote, the results were as follows:
