Information XX Action Item Consent Agenda SUBJECT Inter -local Agreement with City of Sanford to Provide Fire Protection and Rescue Services to the Newly- Created Clearwater Forest Fire Protection and Rescue Service District DEPARTMENT County Attorney CONTACT PERSON Dick Hoyle / Dale Talbert REQUEST Consider and Vote on a Proposed Inter -local Agreement Between the County and the City of Sanford Through Which the City Will Provide Services to the Clearwater Forest Fire Protection and Rescue Services District. SUMMARY At its regular meeting on June 20, 2011, the Board adopted a resolution creating and defining the Clearwater Forest Fire Protection and Rescue Service District and approved an Inter -local agreement with the City of Sanford through which the County would pay the City to provide the services to the district. The inter - local- agreement differed from the one previously submitted to and tentatively approved by Sanford City Council's Law and Finance Committee on June 14, 2011 in that it was amended to require payment of the City's fee to be made quarterly, whereas the agreement approved by the Law and Finance Committee required the fee be paid in a lump sum on July 15. The Sanford City Council subsequently rejected the agreement containing the quarterly payment provision, but approved, and the Mayor has signed, the original agreement containing the lump sum payment provision. The County Manager and the Finance Officer support the agreement before the Board. The County Attorney concludes the proposed agreement is legally sufficient. BUDGET IMPACT None. The County will levy and collect a special fire protection and rescue service tax in each proposed service district sufficient to pay for the services. RECOMMENDATION Approve the agreement.
