Martin has submitted an offer to purchase the property for $1,000. Mr. Martin has <br /> submitted the requisite 5% deposit and advertising costs. If the commissioners approve <br /> the sale of the property, it will be sold through the upset bid procedure. Commissioner <br /> Reives moved to declare the property located on Lemon Springs Road at PIN 9549-17- <br /> 7784 as surplus and authorize staff to accept the initial offer of$1,000 from Charlie Martin <br /> and to advertise the offer in The Sanford Herald, a copy of the Resolution Authorizing the <br /> Sale of the Property is attached to these minutes and by this reference made a part hereof. <br /> Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br /> Nay: None <br /> The Chair ruled the motion had carried unanimously. <br /> VI. NEW BUSINESS <br /> A. Request for approval of proposed Clinic fee increases. — Moved to Consent <br /> B. Request for approval of bid award to Dail Mechanical, Inc. for an HVAC equipment <br /> replacement at the McSwain Center. — Moved to Consent <br /> C. Request for approval of bid award for HVAC equipment replacement for the Gordon <br /> Wicker Room located at the Lee County Government Center. - Removed <br /> D. Request for approval of bid award for HVAC equipment replacement for the Board of <br /> Elections. - Removed <br /> E. Request for approval of bid for building and installation of a pre-engineered metal <br /> building system at the McSwain Center. — Moved to Consent <br /> F. Request for acceptance of Tax Collector's Settlement, approval of resolution, and direct <br /> charging Tax Collector with Collecting 2018 taxes. <br /> Tax Administrator Mary Yow stated that each year, the Tax Collector must make <br /> settlement with the governing board per NCGS 105-373. As part of the settlement, the <br /> governing board charges the Tax Collector with collecting taxes for the current fiscal year <br /> and prior fiscal years with unpaid taxes. This "charge" gives the Tax Collector authority to <br /> use enforced collection measures and it gives legal notice that the tax lien is first in priority. <br /> A report of all 2017 unpaid, real and personal property taxes is available in the clerk's <br /> office and has been posted to the Commissioners website for review. Commissioner <br /> Reives moved to accept settlement.
