Conflicts of Interest <br /> County employees and officers who are involved in making contracts on behalf of Lee County are <br /> governed by North Carolina General Statute 14-234 Conflict of Interest Law, which prohibits direct <br /> benefit from said contracting. Violation of the statute is a Class 1 misdemeanor. Violation of the <br /> General Statute can lead to disciplinary action under the County's Personnel Policy. <br /> Gifts and Favors <br /> In addition to the prohibition against accepting gifts and favors from vendors and contractors under <br /> G.S. 133-32, officers, employees, and agents of Lee County are prohibited from accepting or <br /> soliciting gifts,gratuities,favors, or anything of monetary value from contractors,suppliers, or parties <br /> to subcontracts. Items of nominal value valued at less than $25 which fall into one of the following <br /> categories may be accepted: <br /> 1. Promotional items <br /> 2. Honorariums for participation in meetings; or <br /> 3. Meals furnished at banquets. <br /> E-verify <br /> Pursuant to North Carolina General Statute 143-133.3,the County will not enter into a contract unless <br /> the contractor and the contractor's subcontractors comply with the requirements of Article 2 of <br /> Chapter 64 of the General Statutes. <br /> Iran Divestment Act <br /> Pursuant to North Carolina General Statute 147-86.60, the County will not enter into a contract with <br /> a contractor identified on a list created by the State Treasurer pursuant to North Carolina General <br /> Statute 147-86.58. <br /> Israel Boycott <br /> Pursuant to North Carolina General Statute 147-86.82,the County will not enter into a contract with <br /> a contractor identified on a list created by the State Treasurer pursuant to North Carolina General <br /> Statute 147-86.81. <br /> Purchasing Methods <br /> Lee County practices decentralized purchasing for purchases of goods in departments. All <br /> purchases of$500 and greater require a purchase order. The County policy requires departments <br /> to seek quotes and competition for purchases$5,000 and over. Purchases of goods and/or services <br /> may not be split to avoid the policy. Dividing contracts or purchases in order to evade procedures <br /> is prohibited under NC G.S. 143-133. All purchase order requisitions are required to be approved by <br /> the assigned authority within the department, and therefore, it is his/her responsibility to make sure <br /> policy is followed. <br /> Following the departmental requisitions approvals,purchase requisitions are thoroughly reviewed by <br /> the Purchasing Agent. Only requisitions meeting the requirements or having been significantly <br /> justified are processed for the pre-audit statement and approval.
