for focused improvements. Mayor Mann stated that the City is looking at models for <br /> redevelopment to revitalize depressed areas and address issues such as homelessness <br /> and affordable housing. Opportunity zones are areas identified as in need of improvement <br /> that are incentivized to attract investors to make improvements in exchange for capital gains <br /> credits. Two areas in Lee County were submitted to be considered for designation as <br /> opportunity zones — Jonesboro and East Sanford. There are two phases involved in the <br /> redevelopment process. Phase I is a preliminary predevelopment analysis, which results in a <br /> recommended strategy and identified sites. Phase II is a site-specific predevelopment <br /> analysis. City staff are working with the owner of Kendale Plaza and a third party developer <br /> in an effort to achieve improvements at the Kendale site. An organization known as Third <br /> Wave Housing out of Winston-Salem, NC expressed interest in redeveloping this area as a <br /> multi-family mixed-use tax credit project. <br /> V. Unified Development Ordinance — Planning and Community Development Director Marshall <br /> Downey provided a presentation regarding the status of the Land Use Plan and discussed <br /> the next steps. The final Land Use Plan is going before the Joint Planning Commission on <br /> Thursday, July 26, 2018. The adopted plan will create a vision and blueprint, which will mold <br /> changes to the Unified Development Ordinance. Planning staff recommend seeking third <br /> party assistance through a consultant that will work with staff and the Joint Planning <br /> Commission as the steering committee. The cost to hire a consultant is estimated between <br /> $100,000-$150,000. The update is projected to take about two years to complete. <br /> VI. Update on S3 Housing Connect Homelessness Project— Community Development Manager <br /> Karen Kennedy provided an update on the S3 Connect Homelessness Project. The goal is <br /> to work with the Bread of Life to renovate the old McIver School to provide services to <br /> include a day shelter, emergency shelter, potential affordable housing, and permanent <br /> support of housing. Community Development Block Grant funds may be available for <br /> environmental assessments. <br /> VII. Sanford Tourism Development Authority — City of Sanford Management Analyst Holly <br /> Marosites provided an update regarding the Sanford Tourism Development Authority. The <br /> TDA have adopted a budget and selected a marketing firm. <br /> VIII. 2020 Census and Community-Wide Strategy for Accurate Count— City Council Woman <br /> Rebecca Salmon stated that a state demographer spoke at a recent Triangle J Council of <br /> Government meeting about the census. He stated that an undercount that occurred in the <br /> last census resulted in at least one missed out Congress seat. Strategic Services Director <br /> Don Kovasckitz provided that the Census address program has been completed, which <br /> identifies the location of residential structures. The census will capture information based on <br /> where people are physically present on April 1, 2020. <br /> IX. Update on Colon Road Water Project — County Manager John Crumpton stated that <br /> construction is complete and all homes involved are currently receiving public water service. <br /> Upon approval of the final change order, the project was completed under budget. <br /> X. Hydrant Water Meter Policy for Agriculture Users — Lee County Commissioner Tim Sloan <br /> proposed consideration of a hydrant meter policy for agriculture purposes. He provided <br /> Harnett County's policy as an example, which offers daily, monthly, and yearly rentals of <br /> hydrant meters. <br /> Xl. Outline for Optimizing Interlocal Strategies — City Councilman Sam Gaskins recommended <br /> increased communications between the City and County to improve project planning and <br /> budget discussions in areas of joint interest. <br />
