Crompton <br />April 23, 2008 <br />Page 2 of 11 <br />There are several permitting aspects to the project that include not only NC Dam Safety, <br />but also FEMA, the North Carolina Division of Water Quality, the US Army Corps of <br />Engineers, and Lee County. Our scope of services addresses the permitting requirements <br />for each of these agencies. As discussed during our phone conference, we have prepared <br />a scope for the entire project and a project schedule and fees for the project through the <br />Design and Permitting Phase. <br />Upon completion of the Design and Permitting Phase, we will provide an opinion of cost <br />that we understand will be the basis for Lee County to seek financing to fund the facility <br />improvements. We will also provide an anticipated project construction schedule at that <br />time as well as our anticipated fees to assist with construction administration, field <br />observation, and final project close-out. <br />it. SCOPE OF SERVICES <br />A. PHASE 1 - INVESTIGATION AND PRELIMINARY DESIGN <br />1. Detailed Site Reconnaissance <br />® This work will be performed to evaluate existing embankment and <br />spillway conditions. <br />2. Field Surveying <br />Features collected during field survey activities are expected to include as <br />a minimum the principal and emergency spillway systems, the lake <br />bottom in the vicinity of the spillways, upstream and downstream <br />embankment slopes as well as any data needed for detailed design and <br />hydraulic analyses. All data will be collected in a format suitable for <br />electronic transfer to our office in an AutoCAD 2005 format. This data <br />will be used for preparation of construction plans for submittal to the <br />State Dam Safety office and for construction. All horizontal surveys shall <br />be tied to the North Carolina State Plane Coordinate System (North <br />American Datum 1983), and all vertical surveys shall be based on the <br />North American Vertical Datum of 1988. <br />Conventional Surveying of the dam and associated structures will be <br />performed. This includes all dimensions along the upstream and <br />downstream face of the existing dam, including the existing parapet wall, <br />the existing control structure, ground elevations in the area of the <br />proposed spillway structure, the existing principal and emergency <br />\_J <br />
