01 7 <br />US Highway I is established as Lee County's commercial corridor; however industrial zoned properties <br />and uses exist along this major thoroughfare. Both zoning districts (LI and HC) are required to front on <br />or have access to a major thoroughfare and both allow the same or similar retail uses. <br />The NCDOT 2004 Traffic Study reports 10,000 vehicle trips per day south of US Highway I near the Lee <br />County and Moore County line. <br />The property is not located within a designated 100-year floodplain; however, it is located within the <br />Little River WSIII watershed. Non-residential development activities shall not exceed twenty-four <br />percent (24%) built-upon area, on a project-by-project basis. Ten percent (10) % of the LRWS-111-BW <br />area may be developed with new development projects of up to seventy percent (70%) built-upon area as <br />Special Intensity Allocations (SIAs). SIAs shall be allocated on a "first come, first served" basis. <br />If rezoned, redevelopment of the lot will be subject to landscaping buffering standards and building <br />design standards. <br />Conformance with the Greenwood Small Area Plan <br />The Greenwood Small Area Plan and Map has classified this property within the Highway Commercial <br />classification with a Highway Overlay. The Highway Commercial classification is intended to provide <br />areas for goods and services to be sold on-site. The Highway Overlay adds additional design standards <br />for non-residential developments that has direct frontage on a major highway corridor/thoroughfare. The <br />purpose of the overlay district is to provide a regulatory tool that will assist in ensuring that future <br />development and/or redevelopments that may occur along thoroughfares maintains a minimum level of <br />quality in design. The design standards are found in Article 10.7 of the Unified Development Ordinance. <br />S Conformance with the 2020 Land Use Plan <br />The Sanford/Lee County 2020 Land Use Plan did not classify properties south of US 1, 15-501 and <br />Rocky Fork Church Road. <br />O <br />3 of 3 <br />
