C. <br />_ Information <br />Meeting Date: March 17, 2008 XX Action Item <br />Consent Agenda <br />SUBJECT: Waste Management Transfer Station Contract <br />DEPARTMENT: Solid Waste <br />CONTACT PERSON: John Crumpton <br />REQUEST: Consider Approval of New Contract with Waste Management <br />SUMMARY: We have been in discussions with Waste Management about <br />renewing the existing Transfer Station Contract since October 2007. The original Transfer Station <br />® Contract with Waste Management was signed in 1991. The contract has been extended several <br />times and now a new contract must be approved prior to the expiration of the current contract on <br />June 30, 2008. The new contract is for a 5-year period with an option to extend for another 5-year <br />period (10 years in total). A major change in the contract is that the contract is no longer an <br />exclusive franchise. This means that other companies could come into the County and provide <br />disposal services if they wish to do so. During the renewal process I had discussions with Allied <br />Waste Services (BFI), Republic Services and Waste Industries. Although the volume in the <br />county isn't large enough at this time for them to compete with WM, in the future as the County <br />grows and competition grows in the collection business, they may want to locate a Transfer <br />Station here as well. <br />BUDGET IMPACT: The renegotiated tipping fee will be $38.50. This is a reduction from <br />the current rate of $40.28 per ton. The County spends $ 265,000 (est. 07-08 figure) per year on <br />tipping fees with Waste Management. On July 1, 2008, the State will impose a $2.00 per ton fee <br />on all disposal tons in North Carolina. With this $2.00 fee our rate will be $40.50.
