H. <br />_ Information <br />Meeting Date: February 18, 2008 XX Action Item <br />- Consent Agenda <br />SUBJECT: Permanently Advancing Revaluation to a Four-Year Cycle <br />DEPARTMENT: Tax Administration <br />CONTACT PERSON Dwane Brinson, Tax Administrator <br />REQUEST: To permanently advance Lee County's revaluation to a four-year <br />cycle to begin 2011. <br />SUMMARY: The North Carolina General Statutes (NCGS) requires each county <br />in North Carolina to conduct a revaluation at least once every eight years. The last time Lee <br />County did a revaluation it was effective in 2007. Furthermore, Lee County also conducted a <br />revaluation effective in 2003 In order to advance a revaluation beyond the statutory eight year <br />requirement, a resolution must be adopted designating the specific year of the next revaluation or <br />a permanent cycle Moreover, if the Board of Commissioners decides to permanently advance <br />the revaluation cycle to every four years in a resolution, then no additional revaluation resolution <br />need be adopted unless the Board chooses to amend or repeal such action <br />The NC Department of Revenue (NCDOR) contacted me on January 301n and told me that no <br />resolution was on file for Lee County to conduct a 2011 revaluation. The NCDOR requested to <br />receive a resolution for a 2011 revaluation by the following day at 5:00 pm.
