Franklin Drive <br />• Mr. <br />Eugene Baruafkin, 376 Kittery Point <br />• Mr. <br />Jonathan Williams (no address given) <br />The Board considered an amendment to the Memorandum of Understanding for <br />Cooperative, Comprehensive and Continuing Transportation Planning and the Establishment of a <br />Rural Planning (TARPO) Organization. County Manager John Crumpton told Board members <br />that the North Carolina Department of Transportation Planning Branch has directed that all rural <br />planning organizations amend their Memorandum of Understanding to incorporate specific <br />changes and provisions. Mr. Crumpton stated that many of the amendments simply reflect <br />language of amendments that NCDOT directed be made to the by-laws. Other changes address <br />problems some RPO's (Rural Planning Organizations) have with getting a quorum at meetings. <br />After some discussion, Commissioner Reives moved to approve the Amended Memorandum of <br />Understanding for Rural Planning Organizations, a copy of which is attached to these minutes and <br />by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Brown, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: Kelly <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered a Convenience Center Decal Program. At the January 7, 2008 <br />40 meeting, the Board deferred action on this item until the County Manager could review the <br />proposed program and make a recommendation. County Manager John Crumpton stated that <br />decals would be issued annually to all Lee County residents who have paid the annual solid waste <br />fee. Vehicles without a decal will be turned away from the convenience center in order to <br />eliminate unauthorized use of the facilities. Mr. Crumpton recommended approval of the program <br />with a start date of March 1, 2008. A 30-day grace period will be given to citizens who enter the <br />facility without a sticker but can show ID that contains a Lee County address. The Centers will <br />also contain lists of citizens who have paid the fee so workers can check each customer who <br />shows up with a sticker. The customer list will also serve as back-up in case a sticker is lost or <br />someone uses a vehicle that doesn't have a sticker. After some discussion, Commissioner <br />Reives moved to defer action on the matter until more information can be provided on how the <br />program will be administered. Economic Development Director Bob Heuts told the Board that an Agreement for <br />Grant of Lee County EDC Funds for Challenge Printing had been approved in June 2005. The <br />project took longer than expected and has now been completed. Mr. Heuts stated the agreement <br />would need to be revised showing the beginning date for the project from January 1, 2007 to <br />January 1, 2008. Commissioner Kelly moved to approve an amendment to the Challenge Printing <br />is Company showing the beginning date of January 1, 2008.
