Willis, Chair <br />December 13. 2007 <br />• <br />Dear County/City Manager <br />Finance Director <br />91 1 Director <br />loseph K_ Dwham, Vice Chair <br />Collection and disbursement of all 911 fees in north Carolina will change on January 1, 2008. <br />I here chanlges arise from Session Law 2007-383, signed by Governor Easley on 19 August <br />2007. An electronic copy of this new law is available at <br />hup:i/www.ncga.state.nc.us/GnacteclLegislation/SessionLaws/PDF/2007-2008/SL2007-383.pdf <br />All 911 service fees will be collected at the rate of S.70 for each connection- Providers, both <br />wnclhie and wireless, will collect these fees and remit them to the North Carolina 911 Board for <br />administration. Local governments will not collect 911 service fees after January I, 2008. <br />Remittances from wireline providers are anticipated for receipt by the 911 Board in Febnlary. <br />Disburserents from these receipts are anticipated for March 2008. Disbursements from wireless <br />fees receipts will continue in January and February of-2008 as in prior months. All funds <br />received by local government agencies fiom the 911 Board should be placed in a special revenue <br />flmd designated as the } meigency Telephone System Fund. <br />Any fiend balance oflancline line fees collected prior to lanuary 1, 2008 transfer to the general <br />Fund ofthe local goveming entity. 'I his Iransfei is explained in Section 2(b) ofSL 2007-381 <br />The 91 1 Board will be a new Board consisting of 12 members froth the Wireless 91 1 Board and <br />5 additional new members.
