096 <br />0 <br />Computing Support Technician 11 Summary <br />o In March 2005, an IT Assessment was pertbrmed on the Lee County IT <br />infrastructure. Fhe findings revealed a major inadequacy in IT staffing. '['lie <br />assessment reported. "It is truly amazing that the'entire Lee County network <br />is maintained and updated by such a small staff. Most Counties in North <br />Carolina have less capabilities and a larger MIS JITJ staff for support. The <br />lack of staff creates a need to only deal with critical failures and daily <br />troubleshooting. This attention to mission critical activities inhibits the <br />ability to be more proactive in upgrades and enhancing the overall network <br />structure. Therefore, some restructuring of personnel and possible addition <br />of personnel needs to be investigated further to make the department an <br />efficient responder to County IT requests. With that said, no single <br />department made any comments that MIS was not responding appropriately <br />to their needs, but it is obvious that 14 employecsj can not appropriately <br />handle the entire Lee County WAN/LAN and 400+ PC environment. If there <br />were ever a multi-point network failure Lee County could be without <br />services for days. It is worth noting that MIS is also involved in maintaining <br />the County phone system." <br />o Position will benelit all departments- Commissioners have had a proactive <br />approach to enabling employees with technology. However, they have neglected <br />essential support staff. position request has been denied 3 consecutive years. <br />o No new positions added to IT department though number of computers deployed <br />in County has more than tripled. <br />o Employees must stay productive. Due to the nature of most of today'sjob duties, <br />a non-functional computer often equates to it non-productive employee- <br />o Data security is increasingly important. Existing Network Administrator should <br />devote the majority of time to keep network and mission critical servers (Tax, <br />Finance, Sheril7, CAD, etc.) functional and free from security vulnerabilities. The <br />realities are that staff is often pulled away from these duties to work on "user" <br />outages. <br />o New position will serve as entry level position in department to handle basic <br />computer needs of staff. Along with the IT technician, all helpdesk duties (pe <br />requests, phone changes, adds/moves/changes, installations, etc.) will be handled. <br />All positions will report to IT Director- <br />18 <br />
