014 <br />LEE COUNTY <br />Cornrnitted Today for a Better Tomorrow' <br />MINUTES OF THE FINANCE COMMITTEE MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE. STATE OFNORTH CAROLINA <br />JANUARY 22, 2008 <br />The Finance Committee meeting of the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened at 5:50 p.m. in the Small Conference Room, Room # 124, Lee <br />County Government Center, 106 Hillcrest Drive, Sanford, North Carolina, immediately following <br />the regular meeting of the Board, held on said date. Commissioners present were James C. <br />Kelly, Robert T. Reives, and Linda A. Shook. Also present for the meeting were County Manager <br />John Crumpton, County Attorney K. R. Hoyle, Finance Director Lisa Minter, and Clerk to the <br />Board Gaynell Lee. <br />• Finance Committee Chairman Robert Reives called the meeting to order and the following <br />items were discussed. <br />County Revenue Options - The Committee discussed the % percent sales tax and .4% <br />land transfer tax revenue options the Board of Commissioners can put to the vote of the citizens <br />of Lee County. County Manager John Crumpton stated this would be a critical budget year and <br />all departments had been advised to keep their budgets as low as possible. Chairman Reives <br />stated he wanted all department budgets to come before the Finance Committee before approval. <br />The Committee will make a recommendation in February as to whether the tax options will be <br />placed on the May or November ballot. No action was taken. <br />Vacant Property - County Manager John Crumpton furnished a report of vacant properties <br />owned by Lee County and the Board of Education that had been requested by Commissioner <br />Kelly. After discussion it was suggested the report be updated, place a value on each piece of <br />property, and place the document on the County's website after being reviewed by the <br />Commissioners. This would give citizens an opportunity to review surplus property and submit <br />bids if interested. County Attorney K. R. Hoyle was also asked to report to the Committee on how <br />the County can sell surplus property. <br />E-911 Funds - County Manager John Crumpton stated the collection and disbursement of <br />all 911 fees in North Carolina changed on January 1, 2008. These changes arise from Session <br />Law 2007-383. Under the new law, all 911 service fees will be collected at the rate of $ .70 for <br />each connection (was formerly $1.00 for each connection). Wire line and wireless providers will <br />OR collect the fees and remit to the North Carolina 911 Board for administration. The Session Law <br />now provides that any fund balance of landline line fees collected prior to January 1, 2008 can e <br />
