A <br />_ Information <br />Meeting Date: January 22, 2008 XX Action Item <br />Consent Agenda <br />SUBJECT: TARPO Memorandum of Understanding <br />DEPARTMENT: Community Development/Administration <br />CONTACT PERSON: John Crumpton/Bob Bridwell <br />REQUEST: To consider approving the amended Memorandum of Understanding for <br />Cooperative, Comprehensive and Continuing Transportation Planning and the establishment of a <br />Rural Planning Organization for jurisdictions in the Triangle Region <br />® SUMMARY: The NCDOT Transportation Planning Branch has directed that all of the rural <br />planning organizations amend their respective Memorandum of Understanding (MOU) to <br />incorporate specific changes and provisions. The attached copy of the amended TARPO MOU <br />shows changes and provisions required by the NCDOT to the original MOU executed in 2002. <br />Many of the amendments simply reflect language of amendments that NCDOT directed be made <br />to the by-laws for the RTAC and RTCC- Other changes address the problem many RPO's have <br />experienced with getting a quorum at meetings and provide greater assurance that the RPO will <br />comply with the NC Open Meetings and Open Record Laws. <br />BUDGET IMPACT: $2,500 per year - or a 20% match for a grant through DOT <br />ATTACHMENT(S): (1) Triangle Area Rural Planning Organization (TARPO) <br />Memorandum of Understanding (MOU), and (2) TARPO Five-Year Program and Calendar <br />PUBLIC HEARING: No <br />PRIOR BOARD ACTION: The Board tabled this request at the December 3, 2007 meeting. At <br />that meeting it was requested that staff bring back a report on what the TARPO does for Lee <br />County The TARPO Planning Tasks documents a good summary of the role TARPO plays in <br />transportation planning for Lee County The number one function of the organization is to help <br />the region with our Transportation Improvement Program (TIP) planning and requests. The DOT <br />requires all TIP requests to go through the regional planning organizations. <br />RECOMMENDATION: Staff recommends approval of the amended MOU with the Triangle <br />Area Rural Planning Organization (TARPO) <br />11 <br />
