F. <br />Information <br />Meeting Date: December 3, 2007 _ Action Item <br />XX Consent Agenda <br />SUBJECT: Application for State Aid to Public Libraries for FY 2007-08 <br />DEPARTMENT: Library <br />CONTACT PERSON: Library Director Michael Matochik <br />REQUEST: Approval of the State Aid to Library Document. <br />SUMMARY: In order to receive our allocation of State Aid to Libraries funding, <br />the State Library of North Carolina requires that the governing body of the county submit this <br />annual application to certify that the Lee County Library meets the relevant requirements listed on <br />the form. These requirements concern standards for the operation of a modern public library <br />including service to all residents, planning for future development, standard budgeting and fiscal <br />responsibilities, submission of required legal and financial paperwork, etc. The major ongoing <br />requirement concerns the "Maintenance of Effort" (MOE) provision that states in part: "Secure <br />operation funds from local government sources at least equal to the average amount budgeted <br />and available for the previous three years." All requirements are satisfied (or will be at the proper <br />time, for instance when the county audit is completed). <br />BUDGET IMPACT: Although not yet officially tabulated, State Library of North Carolina <br />staff has informed us that Lee County's allocation should be at the $118,300 level. It could be <br />higher if other local governmental bodies do not meet MOE standards and their funds are reduced <br />proportionality and then shared by other libraries that meet requirements. Lee County uses State <br />funds for books, magazines and audio/visual materials. <br />ATTACHMENT(S): <br />PUBLIC HEARING: <br />PRIOR BOARD ACTION: <br />RECOMMENDATION: <br />Application for State Aid to Public Libraries <br />No <br />N/A <br />Ratify application as presented. <br />
