D. _ Information Meeting Date: December 3, 2007 Action Item XX Consent Agenda SUBJECT: TARPO Memorandum of Understanding DEPARTMENT: Community Development/Administration CONTACT PERSON: John Crumpton/Bob Bridwell REQUEST: To consider approving the amended Memorandum of Understanding for Cooperative, Comprehensive and Continuing Transportation Planning and the Establishment of a Rural Planning Organization for jurisdictions in the Triangle Region. SUMMARY: The NC DOT Transportation Planning Branch has directed that all of the rural planning organizations amend their respective Memorandum of Understanding (MOU) to incorporate specific necessary changes and provisions. The attached copy of the amended TARPO MOU shows, in underscored text, all of the changes and provisions required by the NC DOT to the original MOU executed in 2002. Many of the amendments simply reflect language of amendments that NC DOT directed be made to the by-laws for the RTAC and RTCC. Other major changes address the problem many RPO's have experienced with getting a quorum at meetings and provide greater assurance that the RPO will comply with the NC Open Meetings and Open Record Laws. BUDGET IMPACT: In the FY 2007-08 budget the County is paying $2,500 as part of the 20% match for funding by the TARPO membership. ATTACHMENT(S): (1) October 22, 2007 letter from Pat Strong, and (2) Amended Memorandum of Understanding (MOU). PUBLIC HEARING: No PRIOR BOARD ACTION: Original MOU approved in 2002. RECOMMENDATION: Forward proposal to the Finance Committee for further study and recommendation to the full Board.
