C. Report to the Commissioners from the Rest Home -Nursing Home Advisory Committee. <br />Suzanne Rittenhouse, Chair of the Rest Home -Nursing Home Advisory Committee, <br />provided the Board with a report, which included recent changes regarding the <br />qualifications to serve. Currently there are three nursing homes, five adult care homes <br />(assisted living), and three family care homes (can have no more than six residents) in Lee <br />County. There are at least 350 people located in these facilities. The purpose of the <br />Committee is to speak to residents and play an active role in verifying the quality of care <br />received in addition to advocating for patient rights when needed. There are presently 13 <br />members serving on this Committee, two in training, and one who will be asked to resign <br />due to lack of involvement. Due to recent legislation adopted in HB 248, Ms. Rittenhouse <br />requested a change of the Board's name to reflect the name referenced in the legislation <br />and to coincide with the names of Boards serving the same role in surrounding areas to <br />the Lee County Joint (Nursing/Adult/Family Care Home) Community Advisory Committee. <br />Commissioner Oldham moved to approve the name change from the Rest Home -Nursing <br />Home Advisory Board to the Lee County Joint (Nursing/Adult/Family Care Home) <br />Community Advisory Committee. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />VI. OLD BUSINESS <br />A. Consideration of Planning Board Recommendation for UDO Text Amendment to Article <br />11 Sign Regulations. <br />Planning and Community Development Director Marshall Downey presented a <br />Unified Development Ordinance text amendment to the Article 11 Sign Regulations. This <br />update resulted from a U.S. Supreme Court decision regarding sign regulations as it <br />relates to First Amendment freedom of speech issues. The change to the residential <br />requirements applies to properties with a one or two family dwellings and restricts <br />temporary signage to not exceed six square feet in area and prohibits inclusion of <br />commercial content. A public hearing was held on April 16, 2018 and based on the <br />discussion at the public hearing, changes were made to residential sign requirements. <br />After discussion, Commissioner Sharpe moved to approve the text amendment to the <br />Unified Development Ordinance Article 11 Sign Regulations, a copy of which is attached <br />to these minutes and by this reference made a part hereof.
