C. <br />_ Information <br />Meeting Date: November 5, 2007 Action Item <br />XX Consent Agenda <br />I <br />SUBJECT Emergency Management Performance Grant Supplemental Funding <br />DEPARTMENT: Office of Emergency Management <br />CONTACT PERSON: Eric Griffin, Emergency Management Director <br />REQUEST- Accept Grant and Authorize County Manager to Sign Grant Acceptance Letter, and Authorize <br />Emergency Management Director to sign routine paperwork <br />SUMMARY The Emergency Management Performance Grant program is an annual federal pass-through <br />grant, received from the state that Lee County has benefited from over a decade in varying amounts The purpose of <br />the grant is to support local Emergency Management programs in mitigation, preparedness, response, and recovery. <br />This funding for your consideration is supplemental to the annual program, and was enacted by Congress as part of the <br />U.S. TROOP READINESS, VETERANS' CARE, KATRINA RECOVERY, AND IRAQ ACCOUNTABILITY <br />APPROPRIATIONS ACT, 2007 (P1 110-28) whereby NC Congressmen Bob Etheridge and David Price were able to <br />include $100 million in additional funds to support emergency management programs across the County. North <br />Carolina Emergency Management kept 50% of the state allotment of $1,225,348.00 with the remaining $612,674 <br />distributed among the counties on a formula basis. Lee County would receive $5,795.75 if the Commissioners choose to <br />accept the funding. The funding stipulations include addressing the identified need for Lee County, which is resource <br />typing. The Emergency Management Director has already made provisions to close the gap regarding this area by <br />utilizing already budgeted funds to hire a temporary part-time intern to complete the resource typing project this fiscal <br />year. The remaining funds from this project will be used to increase the capability of the County to provide notification <br />and communication with the citizenry before, during, and after times of emergency. <br />BUDGET IMPACT: Increase of $5,795.75 for the Emergency Management program <br />ATTACHMENT(S): (1) Grant Award Notice dated September 25, 2007 from NC Emergency Management <br />Director, Doug Hoell, (2) Grant Contract to Crime Control and Public Safety; and (3) Cost Report for Grant Award <br />PUBLIC HEARING: N/A <br />PRIOR BOARD ACTION: On May 7, 2007 the Board approved the submission of the annual EMPG grant application <br />RECOMMENDATION: Accept Grant Award, authorize the County Manager to sign the Grant Contract and Cost <br />Report and authorize the emergency management director to sign routine paperwork associated with the grant. <br />E <br />
