A. <br />Information <br />Meeting Date: October 1, 2007 XX Action Item <br />- Consent Agenda <br />SUBJECT: Lee County Industrial Park <br />DEPARTMENT: Economic Development <br />CONTACT PERSON: County Manager John Crumpton, and EDC Director Bob Heuts <br />REQUEST: Appropriation of up to $4,100 for engineering study to begin process of bringing the <br />Industrial Park into compliance with Federal permit <br />SUMMARY: The FY 2008-2012 Capital Improvements Program included a request totaling <br />$2,013,390 for additional work at the Lee County Industrial Park. Funds were requested to resolve compliance <br />issues with the Corps of Engineers, to pave the road, add water lines, and add gravity flow lines for sewage. <br />Funds would also cover a wetlands survey. In July, Mr Heuts requested funding to accept a proposal from <br />ECS Carolinas, LLP to develop a more cost effective preliminary plan for compliance with the US Army Corps of <br />Engineers. The Board removed the request from the agenda and asked that the matter be reviewed by the <br />Finance Committee. The matter was considered by the Finance Committee on August 13, 2007, and <br />September 10, 2007. On September 10, 2007, the Finance Committee was informed that Mr. Heuts had <br />received a proposal from Soil & Environmental Consultants, PA, which indicated the work could be done for <br />around $4,100. <br />BUGET IMPACT: If approved, investment earnings in the Industrial Park Capital Project will be <br />appropriated to cover the costs. As of June 30, 2007, $41,355.89 remained in the project fund. <br />ATTACHMENT(S): (1) Memo from Bob Heuts, (2) Draft copy of Proposed Plan for Compliance for <br />Nationwide Permit 14, (3) Existing Conditions - Stream Impact Map, (4) Proposal from Soil & Environment <br />Consultants, PA for Section 4041401 Compliance, (5) Lee County Industrial Park Land Options, (6) Lee County <br />Industrial Park Land Options with Costs, and (7) Map of the Lee County Industrial Park showing land owners <br />PUBLIC HEARING: None <br />PRIOR BOARD ACTION: This item was removed from the Board of Commissioners' July 23, 2007, agenda <br />and referred to the Finance Committee for consideration. <br />RECOMMENDATION: The Finance Committee recommends that up to $4,100 be approved to contract <br />with Soil & Environmental Consultants, PA, for an engineering study to begin the process of getting into <br />compliance with Federal permit. <br />
