Information Meeting Date: October 1, 2007 XX Action Item - Consent Agenda SUBJECT: Lee County Industrial Park DEPARTMENT: Economic Development CONTACT PERSON: County Manager John Crumpton, and EDC Director Bob Heuts REQUEST: Appropriation of up to $4,100 for engineering study to begin process of bringing the Industrial Park into compliance with Federal permit SUMMARY: The FY 2008-2012 Capital Improvements Program included a request totaling $2,013,390 for additional work at the Lee County Industrial Park. Funds were requested to resolve compliance issues with the Corps of Engineers, to pave the road, add water lines, and add gravity flow lines for sewage. Funds would also cover a wetlands survey. In July, Mr Heuts requested funding to accept a proposal from ECS Carolinas, LLP to develop a more cost effective preliminary plan for compliance with the US Army Corps of Engineers. The Board removed the request from the agenda and asked that the matter be reviewed by the Finance Committee. The matter was considered by the Finance Committee on August 13, 2007, and September 10, 2007. On September 10, 2007, the Finance Committee was informed that Mr. Heuts had received a proposal from Soil & Environmental Consultants, PA, which indicated the work could be done for around $4,100. BUGET IMPACT: If approved, investment earnings in the Industrial Park Capital Project will be appropriated to cover the costs. As of June 30, 2007, $41,355.89 remained in the project fund. RECOMMENDATION: The Finance Committee recommends that up to $4,100 be approved to contract with Soil & Environmental Consultants, PA, for an engineering study to begin the process of getting into compliance with Federal permit.
