Background Information and Plan Purpose <br />On April 3, 2006, Lee County (County) was verbally informed by the US Army Corps of <br />Engineers (USACE) that the Lee County Industrial Park - Phase 2 (Park) project <br />construction was not in full compliance with its Nationwide 14 Permit (Permit ID <br />#200320086). The County's construction efforts to date include a roadway and sanitary <br />sewer to service the Park. The construction was performed in 2003-2004. An action plan <br />to address the non-compliance was outlined in a letter dated April 18, 2006, from Lee <br />County to the USACE. This proposed plan further details the plans and schedules to bring <br />the Park into compliance. <br />Action Item 41: Existing Conditions - Stream Impacts Map <br />The Existing Cond ions , t m pact ap is ovi d i thn package. The map <br />shows the roadwa ulve a ociat cam ings d temporary stream <br />crossings for the s er. e ap so ovi a le sum rizing the stream impacts. <br />A total of ten corrugated metal culverts were constructed along the roadway. Rip rap <br />protection was added on the upstream and downstream of each culvert to help prevent <br />channel erosion. Six of the ten culverts convey jurisdictional waters according to the <br />USACE determination in early 2006. Three of the ten culverts were originally permitted <br />® (Nationwide Permit 14 #200320086). <br />There were two temporary crossings made of jurisdictional waters during the construction <br />of the sewer. These crossings were not originally permitted. <br />The project construction impacted an estimated 1,336 linear feet of jurisdictional stream. <br />Field measurements were made of the actual length of pipe and channelization, however, an <br />estimate had to be made of actual stream impacts because the pre-developed stream <br />centerline is unknown. After a review of the non-impacted stream alignments above and <br />below the culverts, a sinuosity of 1.2 was used to make the estimate. <br />Action Item #2: Restore Permitted Roadway Stream Crossings <br />The three crossings of jurisdictional waters permitted under the original nationwide permit <br />are Culvert ID #1, #3, and 48 (per the existing conditions map). During the recent field <br />visits by the USACE, it was determined that additional effort is needed to help reduce the <br />overall stream impact. The following actions are proposed for these three permitted <br />crossings: <br />Culvert #l: <br />Remove rip rap from stream bottom on upstream end of culvert. Rip rap <br />® may be hand placed on stream banks in impacted area only. <br />-2- <br />
