015 <br />EE COUNTY <br />Cornrnitted Today for o Better Torn <br />orr <br />MINUTES OF THE SPECIAL CALLED MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />SEPTEMBER 4, 2007 <br />The special called meeting of the Board of Commissioners for the County of Lee, State of <br />North Carolina, convened at 3:00 p.m. in the Commissioners' Room, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present were <br />Robert H. Brown, James C. Kelly, Jerry M. Lemmond, Nathan E. Paschal, Robert T. Reives, <br />Linda A. Shook, and Kirk D. Smith_ <br />Chairman Brown called the meeting to order. <br />County Attorney K. R. Hoyle delivered the invocation. <br />The pledge of allegiance was recited. <br />Commissioner Kelly moved to approve the agenda as presented. Upon a vote, the results <br />were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Reives, Shook, and Smith <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Brown stated the purpose of the special meeting was to consider having an <br />advisory referendum for approval to levy either or both the 1 /4 cent sales and use tax, in addition <br />to all other state and local use taxes, or a land transfer tax (up to .4%) as authorized by the last <br />session of the North Carolina General Assembly. <br />Commissioner Reives moved to waive the Board's Rules of Procedure to allow three <br />individuals from each side to speak before the Board. Upon a vote, the results were as follows: <br />Aye: Brown; Kelly, Lemmond, Paschal, Reives, Shook, and Smith <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The following individuals spoke in favor of placing either or both the 1/4 cent sales and use <br />tax, or a land transfer fax on the November 2007 ballot: <br />
