0 rm 13 76 <br />determine some restrictions for future tap-ons. <br />The Board next considered a lease agreement for the Lee <br />County Civic Center, a copy of which is attached to these <br />minutes, and upon this reference, made a part hereof. <br />Following a brief discussion, Commissioner Matthews moved to <br />adopt the agreement between the County of Lee and Central <br />Carolina Community College. Commisisoner Hall seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />Chairman Stafford directed the County Manager to contact <br />Dr. Marvin Joyner, President of Central Carolina Community <br />College, to request that he or a member of his staff attend <br />the next Commissioners' meeting to review with the Board the <br />rules, regulations, and operating procedures of the Civic <br />Center. <br />Chairman Stafford then asked each Commissioner if he or <br />she had any matters to present to the Board. Commissioner <br />Paschal stated that in the Buildings, Grounds, and Utilities <br />Committee meeting, the fate of the Wilrik Building once all <br />County Departments are moved from the building was discussed. <br />The Committee suggested either auctioning the property or <br />soliciting proposals from developers. Commissioner Paschal <br />also reported the Committee's interest in the possibility of <br />restoring County surplus property by eliminating a water line, <br />and therefore, its utility easement to a well on Hickory House <br />Road that is no longer used by the County. The County may <br />then consider returning the property at no charge to the <br />original property owner, who initially gave the property to <br />the County for the water line easement. <br />Commissioner Matthews reported that creating a code of <br />ethics for County Commissioners was discussed at the North <br />Carolina Association of County Commissioners Board of <br />Directors meeting. The Board expressed an interest in <br />establishing a code of ethics. Commissioner Matthews also <br />noted that Lee County was one of only five counties in North <br />Carolina who participated in County Government Week. <br />Commissioner Reives reported that an exception was made <br />on an appointment to the Lee-Harnett Mental Health Board for <br />Ms. Terry Norris, who has already served two consecutive <br />terms. He emphasized her strong leadership role on this <br />Board. He also reported that he had appointed Mr. Thomas E. <br />Gordon to fill a vacancy on the LHMH Board.
