requested approval from the Board to allow the Lee County <br />Board of Education to transfer $667,290.00 from the its <br />current expense budget to its capital outlay budget for the <br />purpose of paying the School Bond Note for Greenwood <br />Elementary School in the amount of $650,000, plus interest, <br />which is due May 15, 1991. A copy of the Board of <br />Educations's Budget Amendment #19 is attached to these <br />minutes, and by this reference, made a part hereof. After a <br />brief discussion, Commissioner Hall moved to approve the <br />transfer as requested. Commissioner Matthews seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been unanimously <br />adopted. <br />The Board next considered the following resolution as <br />requested by the Sanford Area Chamber of Commerce: <br />Resolution to Allow Local Community College Funds to be <br />Spent Locally <br />WHEREAS, counties with community colleges are required by <br />law to provide the funds necessary to operate and maintain <br />buildings, and <br />WHEREAS, General Statute 115D-38.5 requires all purchases <br />to be made according to contracts made and approved by the <br />Purchase and Contract Division of the Department of <br />Administration, and <br />WHEREAS, this requirement generally results in local <br />funds being spent outside the community, and <br />WHEREAS, there is not evidence that the requirement <br />results in any savings, therefore, <br />BE IT RESOLVED, that the Lee County Board of <br />Commissioners requests that the North Carolina Asociation of <br />County Commissioners pursue a change in law which would permit <br />local funds to be spent within the local community when such <br />products and services are readily available at competitive <br />prices. <br />Commissioner Wicker moved to adopt the resolution. <br />Commissioner Hall seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />6 <br />
