After Mr. Dover addressed some concerns <br />expressed by the Board members, Chairman Stafford thanked Mr. <br />Dover for briefing the Board on this issue. <br />Chairman Stafford recognized Mr. Cliff Collins of <br />Stuart-Fitchett and Associates, who presented an updated <br />report on the Courthouse, Jail, and Law Enforcement Center. <br />He reported that schematic drawings have been submitted to the <br />NC Department of Human Resources, of which they are in the <br />process of reviewing. He noted that all department heads <br />involved in the use of the courthouse facility signed <br />statements approving the space that would be allocated for <br />each department. Mr. Collins also stated that it would cost <br />approximately $508,320 to include an unfinished basement in <br />the courthouse plans; inclusion of a vault area would cost an <br />additional $12.00 per square foot. The Commissioners <br />discussed future needs of the departments. Mr. Collins stated <br />that the spaces allocated in the courthouse will meet current <br />needs and that the jail facilities will be built to suffice <br />that department's needs until the year 2010. Following the <br />discussion, Commissioner Wicker moved to authorize <br />Stuart-Fitchett and Associates to design alternate plans and <br />specifications for the possible inclusion of a basement area <br />and structural support for a future third floor for the <br />courthouse. Commissioner Matthews seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been unanimously <br />adopted. <br />County Manager William Cowan stated that Stuart-Fitchett <br />and Associates recommends that the County submit a request to <br />the City of Sanford to close McIntosh Street between Horner <br />Boulevard and Elm Street, in order to provide the minimum <br />parking requirements for the Courthouse, Jail, and Law <br />Enforcement facility, and due to the inability to maintain the <br />code requirements of right-of-way relating to the street. <br />Based on these reasons, Commissioner Matthews moved to submit <br />the request to the City of Sanford Board of Aldermen. <br />Commissioner Wicker seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been unanimously <br />adopted. <br />2 <br />
